As part of its strategic plan and youth empowerment agenda, the Association is seeking a highly qualified individual to serve in the position of Manager, Scouting Development, based at the KSA National Headquarters.

Position Overview

The Manager, Scouting Development, will play a central role in the overall coordination and implementation of youth programs and Adult in Scouting (AiS) development strategies. The successful candidate will be charged with steering the educational agenda of the Kenya Scouts Association by ensuring that all youth programs, training curricula, partnerships, and capacity-building initiatives align with the organization’s strategic vision and national development priorities.

This is a high-impact, senior-level position that demands technical expertise in curriculum development, strong project management skills, and a deep understanding of the scouting movement, especially in the Kenyan and African context. The role also requires proactive leadership in stakeholder engagement, digital transformation in learning delivery, and monitoring and evaluation of programs to track effectiveness and relevance.

Key Responsibilities

The Manager, Scouting Development will be responsible for the following functions:

1. Coordination of Youth and Adult in Scouting Programs

  • Lead the implementation and continuous development of youth programs across all KSA regions.
  • Ensure that programs reflect inclusivity, innovation, and relevance to the dynamic needs of Kenyan youth.
  • Spearhead Adult in Scouting training frameworks to equip leaders and trainers with the right tools and knowledge.
  • Facilitate inter-regional coordination and knowledge-sharing forums for Scout Commissioners, Leaders, and Trainers.

2. Curriculum Development

  • Oversee the design and revision of non-formal education curricula for both Scouts and Adults in Scouting.
  • Ensure curricula align with World Organization of the Scout Movement (WOSM) guidelines, national youth development priorities, and Sustainable Development Goals (SDGs).
  • Promote the integration of emerging issues such as climate change, civic education, digital literacy, and mental health awareness into the program.

3. Monitoring and Evaluation (M&E)

  • Design and implement M&E systems to track program implementation, outcomes, and impact.
  • Provide regular analysis and interpretation of data collected from national and regional programs.
  • Develop performance indicators, success metrics, and learning frameworks to strengthen program accountability.
  • Lead preparation of detailed reports for internal leadership and external partners.

4. Strategic Partnerships and Networking

  • Forge and maintain strategic partnerships with both local and international organizations involved in youth development, education, health, and community service.
  • Represent KSA in national forums, donor meetings, inter-agency working groups, and policy dialogues.
  • Position KSA as a thought leader in non-formal education and youth engagement.

5. Digital Integration and Innovation

  • Champion the use of technology to digitize training modules, scouting curriculum, and member engagement platforms.
  • Coordinate the development and dissemination of online resources to expand program access and flexibility.
  • Support the adoption of mobile-based tracking tools and e-learning systems for scouts and leaders.

6. Fundraising and Resource Mobilization

  • Collaborate with the Fundraising and Partnerships Office to design proposals and mobilize resources in support of youth programs and training initiatives.
  • Leverage relationships with donors, corporates, government, and community organizations to attract funding and sponsorships.
  • Ensure efficient utilization and accountability of funds allocated to scouting development activities.

7. Policy Development and Standardization

  • Develop and regularly update policies and guidelines governing the youth program and Adult in Scouting operations.
  • Ensure standardization of training, evaluation, and reporting frameworks across all counties and regions.
  • Promote compliance with global best practices in youth program delivery.

8. Capacity Building and Professional Development

  • Coordinate regular refresher courses, seminars, and workshops for Scout Leaders and Trainers at national and regional levels.
  • Identify learning gaps and design targeted capacity-building interventions to enhance leadership, facilitation, and mentorship within the movement.

9. Communication and Public Engagement

  • Promote the visibility of scouting programs through various media platforms and community outreach events.
  • Work with the Communications Department to document and share impact stories from beneficiaries and volunteers.
  • Strengthen alumni engagement and the use of former scouts in mentoring and program support roles.

Key Requirements

Candidates applying for the position of Manager, Scouting Development must meet the following qualifications and experience:

  • A minimum of five (5) years of relevant professional experience, including at least three (3) years in a senior or managerial role within the education, youth development, or community engagement sectors.
  • A Bachelor’s degree in Education, Sociology, Psychology, Social Work, Economics, Counseling, Community Development, or a related field from a recognized university.
  • A Master’s degree in any social science field from a recognized institution is required.
  • Demonstrated experience in project coordination, curriculum development, and policy implementation.
  • A scouting background is essential, with a minimum qualification of Wood Badge. Holding Assistant Leader Trainer (ALT) or Leader Trainer (LT) certification is a significant advantage.
  • Proficiency in digital tools and project management systems.
  • Excellent verbal and written communication skills, including experience in developing reports and proposals.
  • Strong interpersonal and stakeholder engagement abilities, with a proven record of collaboration with partners and donors.
  • High standards of integrity, personal discipline, and commitment to youth development.
