The State Department for Roads, under the Ministry of Roads and Transport, plays a pivotal role in developing, maintaining, and managing the public road network across Kenya. As part of the Government of Kenya’s continued efforts to strengthen infrastructure and ensure public safety, the Department serves not only as a policy-making and regulatory body but also as a technical resource center that supports other government institutions and the public.

In keeping with its constitutional mandate and strategic infrastructure vision, the State Department works collaboratively with key road agencies including the Kenya National Highways Authority (KeNHA), the Kenya Rural Roads Authority (KeRRA), and the Kenya Urban Roads Authority (KURA). These agencies were established as part of critical reforms introduced through the Kenya Roads Act, 2007 to drive efficiency, quality, and transparency in the development and administration of Kenya’s road network.

To ensure effective security and management of road infrastructure, and in line with its objective to enhance service delivery across all operational levels, the State Department for Roads is pleased to invite applications from qualified individuals to fill twenty-three (23) positions of Security Warden, Job Group CSG 15.

VACANCY NO 20/2025 – SECURITY WARDEN (23 POSTS)


Job Group CSG 15

Terms of Service: Permanent and Pensionable
Salary Scale: Ksh. 19,340 – Ksh. 24,470 per month
Basic Salary: Ksh. 19,340 per month
House Allowance: Determined by duty station as per prevailing public service rates
Commuter Allowance: Ksh. 3,000 per month
Leave Allowance: As applicable in the civil service
Medical Cover: Provided under the National Government scheme
Annual Leave: 30 working days per financial year

Minimum Requirements for Appointment

To be considered for appointment to the position of Security Warden (CSG 15), a candidate must meet the following minimum qualifications:

  1. Academic Qualification
    • A Kenya Certificate of Secondary Education (KCSE) mean grade of D+ (Plus) or its equivalent qualification from a recognized examination body.
  2. Certificate of Good Conduct
    • Applicants must possess a valid Certificate of Good Conduct issued by the Kenya Police Service. This is a mandatory requirement to confirm suitability for roles in public safety and security.
  3. Age Requirement
    • Applicants must be below thirty-six (36) years of age at the time of application.
  4. Health and Fitness
    • Candidates must be both physically and mentally fit to effectively perform the assigned security functions. This will be assessed during recruitment and training.
  5. ICT Competency
    • Proficiency in basic computer applications is required. This ensures effective communication and reporting within the department’s digital systems.

Duties and Responsibilities

Successful applicants will be enrolled in a three-month initial training program upon appointment. The training is designed to equip direct entrants with foundational skills and operational knowledge required for the role of a Security Warden III. Only candidates who successfully complete this program will proceed to active duty assignments.

Upon deployment, Security Wardens will be responsible for a wide range of duties critical to the safety and security of road infrastructure, personnel, and the general public. These include but are not limited to:

  • Patrolling and Guarding of Access Points
    The warden will be responsible for monitoring key access points to offices, construction sites, storage facilities, and road projects. This includes performing routine patrols to prevent unauthorized access and ensure the safety of personnel and equipment.
  • Detention and Control of Unauthorized Persons and Vehicles
    Duties will involve identifying and apprehending unauthorized individuals or vehicles attempting to access protected government premises or sensitive road infrastructure zones. Appropriate procedures and actions must be taken according to standard operating protocols.
  • Crowd Control
    In situations involving public gatherings, demonstrations, or civil disruptions, Security Wardens will be expected to maintain order and ensure the safety of all parties. This may involve working in conjunction with law enforcement and disaster management teams.
  • Information Collection and Reporting
    Security Wardens will be expected to gather relevant intelligence related to security threats, suspicious activities, or breaches within their area of deployment. Prompt and accurate reporting of such matters to senior authorities is vital for timely action.
  • Safeguarding Infrastructure Assets
    Responsibilities include ensuring the protection of road infrastructure such as bridges, road reserves, signage, materials storage, and project equipment from vandalism, theft, or unauthorized use.
  • Compliance Monitoring
    Security personnel will assist in enforcing compliance with legal provisions and internal policies, particularly in areas related to restricted access, movement control, and environmental regulations.
  • Support to Emergency Services
    In case of accidents, fire, or other emergencies within premises or along road networks under the department’s jurisdiction, Security Wardens will act as first responders, offering support until specialized units arrive.
  • Assisting in Protocol and VIP Security
    On occasion, Security Wardens may be required to assist in providing security during official visits, high-profile inspections, and protocol events involving senior government officials or foreign delegations.
