1. Chairperson to the County Public Service Board
Terms of Service: 6 years non-renewable contract

Duties and Responsibilities:
The Chairperson of the County Public Service Board shall be responsible for leading and providing overall strategic guidance to the Board. Key responsibilities include:
- Presiding over all meetings of the County Public Service Board.
- Providing leadership in the development and implementation of human resource strategies, policies, and systems within the County Public Service.
- Coordinating the activities of the Board to ensure effective execution of its constitutional and statutory mandates.
- Spearheading the promotion of public service values and principles as outlined in Articles 10 and 232 of the Constitution.
- Ensuring compliance with ethical standards in county recruitment and public service operations.
- Guiding and supervising the Board’s operations in undertaking the following:
- Establishing and abolishing offices in the County Public Service.
- Appointing persons to hold or act in public offices within the county.
- Promoting public service values and principles in line with constitutional requirements.
- Advancing measures to ensure competence, efficiency, and effectiveness within the County Public Service.
- Ensuring the Board’s operations remain impartial, transparent, and accountable to the people of the County.
- Reporting regularly to the Governor on matters related to the public service and making recommendations on improvements.
- Participating in the development and review of county legislation and policy documents relating to the County Public Service.
The Chairperson shall perform such other duties as may be assigned under the law or by the County Governor to further the interest of efficient public administration.
2. Secretary to the County Public Service Board
Terms of Service: 6 years contract
Number of Positions: 1

Duties and Responsibilities:
The Secretary to the County Public Service Board is the Chief Executive Officer (CEO) of the Board and shall be responsible for the day-to-day administration and management of the Secretariat. The Secretary is also the accounting officer of the Board.
Key roles include:
- Providing strategic leadership and administrative support in the execution of the Board’s mandate.
- Preparing the agenda and minutes of the meetings of the Board.
- Implementing decisions and resolutions of the Board.
- Developing and managing the budget of the Board in accordance with applicable public financial management laws.
- Serving as the custodian of all records and documents of the Board, including appointment and disciplinary records.
- Ensuring that Board decisions are implemented efficiently and within legal and procedural frameworks.
- Coordinating performance management and service delivery evaluation within the County Public Service.
- Facilitating the development and implementation of human resource plans and policies.
- Ensuring that the County Public Service Board Secretariat operates within the legal frameworks and governance principles.
- Advising the Board and the County Government on human resource matters including recruitment, deployment, promotion, training, and discipline.
The Secretary shall also perform any other duties lawfully assigned by the Board or as required under relevant laws governing public service boards.
3. Member of the County Public Service Board
Terms of Service: 6 years non-renewable contract
Number of Positions: 5

Duties and Responsibilities:
Members of the County Public Service Board shall serve as part of the team charged with the crucial responsibility of providing strategic leadership and oversight on all matters related to the County Public Service. Their role is collaborative, policy-oriented, and regulatory.
Key responsibilities include:
- Participating in setting the strategic direction, policies, and standards for human resource management and development in the County Public Service.
- Participating in recruitment and selection processes for county officers and ensuring adherence to fair and transparent practices.
- Participating in the establishment and abolition of public offices within the County Government structure as required by law.
- Promoting public service values and principles as outlined in the Constitution and relevant legislation.
- Ensuring compliance with the values and principles of public service in the management and delivery of services.
- Promoting best practices in human resource development, capacity building, performance management, and succession planning.
- Participating in disciplinary proceedings and recommending appropriate action in accordance with legal and ethical standards.
- Evaluating the performance of the county public service and advising on policy interventions and reforms.
- Contributing to the formulation of policy frameworks that ensure optimal staffing, training, and utilization of human resources.
- Representing the Board in various forums and engagements as assigned by the Chairperson.
Each Member is expected to operate with independence, impartiality, and a commitment to fairness and integrity in the delivery of services and implementation of Board policies.
