The International Organization for Migration (IOM) Regional Office for the East, Horn, and Southern Africa (EHSA), through its Climate Action Division, is seeking a highly experienced Climate Mobility Financing Expert. This consultancy will contribute directly to advancing the organization’s institutional strategy on Migration, Environment, and Climate Change (2021–2030), focusing on identifying solutions for people to stay, to move, and for those already on the move in the context of environmental degradation, natural hazards, and climate change.

Project Context and Scope

The Climate Action Division plays a central role in implementing IOM’s strategic objectives across the EHSA region, especially in supporting climate mobility policies and frameworks. This position will specifically strengthen efforts to operationalize financing pathways for climate mobility interventions, helping countries and regional economic communities (RECs) secure resources for addressing migration, displacement, and planned relocation in climate-affected areas.

The consultancy will also align with broader regional initiatives, including the Climate Change and Migration Data Programme, which supports the implementation of the Kampala Ministerial Declaration on Migration, Environment and Climate Change (KDMECC). This programme aims to enhance evidence-based migration management and reduce the risks associated with irregular migration and climate-induced displacement along key migration corridors in Africa.

Responsibilities

The Climate Mobility Financing Expert will be responsible for delivering comprehensive technical outputs to guide EHSA governments, IOM staff, and other stakeholders in mobilizing resources for climate mobility interventions.

Key Tasks under the Consultancy Contract

  1. Policy and Strategic Overview
    • Develop an overview of climate mobility priorities and solutions from national and regional policies, including Nationally Determined Contributions (NDCs), National Adaptation Plans (NAPs), and REC policies.
    • Highlight key areas for action, aligning them with programming categories from the Technical Guide for Finance.
  2. Stakeholder and Actor Mapping
    • Provide a detailed mapping of key actors in resource mobilization and implementation of climate mobility interventions.
    • Clarify mandates and roles of institutions at national, regional, and international levels to guide coordination and engagement.
  3. Data Systems and Evidence-Based Decision Making
    • Review existing data platforms and tools in the EHSA region for assessing climate change impacts on human mobility.
    • Critically assess their effectiveness, identify gaps, and recommend measures to strengthen data systems.
    • Propose strategies for using data to build robust climate rationales for funding proposals.
  4. Financing Landscape Mapping
    • Identify and categorize relevant financing actors for climate mobility within the EHSA region, covering national funds, donors, and international finance mechanisms.
    • Organize the mapping under relevant human mobility dimensions and sectors, such as migration and displacement, adaptation and just transition, and sectoral priorities like water, infrastructure, and agriculture.
  5. Detailed Funding Pathways
    • Conduct in-depth analysis of 5–10 feasible funding actors, representing a range of financing sources including humanitarian, climate, multilateral development banks (MDBs), funds, and bilateral donors.
    • Provide step-by-step guidance on mobilizing resources from each source, including recommendations for improving readiness to manage and absorb funding.
  6. Investment Planning and Project Formulation
    • Develop regional guidance on advancing climate mobility investment planning at the national level.
    • Offer detailed recommendations for structuring proposals that meet both national needs and donor requirements.
  7. Capacity Building and Training
    • Prepare and deliver training content for IOM personnel and selected stakeholders.
    • Focus training sessions on the financing architecture for climate mobility, equipping participants with the skills to access funds effectively.
    • Support governments in developing national-level climate mobility investment frameworks.

Objective of the Consultancy

The main goal of this consultancy is to reduce barriers to accessing finance for climate mobility, a critical but underfunded aspect of the broader climate finance landscape. Specific objectives include:

  • Handbook Development: Create a practical handbook for operationalizing the forthcoming Technical Guide on Accessing Finance for climate-related mobility challenges, tailored to the EHSA context.
  • Capacity Strengthening: Build the technical and institutional capacity of IOM staff, national governments, and stakeholders to design, finance, and implement climate mobility interventions.
  • Locally Led Approaches: Promote project origination and structuring that aligns with national contexts while meeting donor requirements.

Expected Deliverables

  1. Inception Report (2 days)
    • Prepare and validate the consultancy workplan with IOM, including an outline of the handbook and training approach.
  2. First Draft of the Handbook (12 days)
    • Submit a zero draft framework for IOM review (10 days).
    • Revise and submit the first draft for IOM clearance (2 days).
  3. Stakeholder Consultations (6 days)
    • Engage relevant actors to gather input for the framework development.
  4. Final Handbook (10 days)
    • Deliver a polished and publication-ready version of the Climate Mobility Investment Planning Framework for EHSA.
  5. Training Materials (10 days)
    • Prepare PowerPoint presentations, exercises, and supplementary materials for trainings.
    • Pilot the training with a selected audience.

Performance Indicators

  • Successful validation of the Regional Climate Mobility Investment Planning Framework and training materials by stakeholders.
  • High-quality, well-structured, and clear content compliant with IOM standards.
  • Positive feedback from training participants.

Qualifications and Experience

Education

  • Advanced university degree (Master’s level or higher) in Finance, Economics, Environmental Studies, Climate Change, Development, Migration Studies, or a related field.

Experience

  • Minimum of 10 years working on climate or green finance.
  • Proven record in accessing funding from UNFCCC mechanisms (LDCF, AF, GEF, GCF), MDBs, or other large-scale financing sources.
  • Experience in the migration–environment–climate nexus, particularly in Africa.
  • Demonstrated ability to engage with MDBs and donors, with deep knowledge of their investment frameworks.
  • Proven capacity to work independently under pressure, ensuring high accuracy and adherence to deadlines.

Skills

  • Expertise in financing architecture for climate mobility.
  • Strong stakeholder engagement and coordination skills.
  • Excellent analytical, writing, and presentation abilities.
  • Proficiency in English, with strong drafting skills.

Languages

  • Fluency in English is required.
  • Knowledge of IOM’s other official languages (French or Spanish) is an advantage.

Travel Requirements

  • The role will require participation in selected events organized by the Climate Action Division’s Regional Technical Unit (CAD RTU).

Additional Information

  • Appointment is subject to medical clearance and relevant governmental authorizations.
