Purpose of the Role

The Medical Operations Director is responsible for leading the Operations Department, ensuring that the appropriate structures, systems, competencies, and values are developed, implemented, and sustained for the delivery of quality pre-hospital care. The role requires providing both leadership and medical expertise in shaping and implementing clinical programs in line with organisational strategy.


Key Duties and Responsibilities

The responsibilities of the Medical Operations Director can be broadly categorised into Clinical Oversight, Operational Management, Training and Workforce Development, and Strategic Engagement.

Clinical Oversight

  1. Establish, review, and enforce patient care standards, including medical communications, dispatch procedures, and clinical protocols.
  2. Develop and ensure implementation of pre-hospital care protocols and standing orders under which providers operate, ensuring compliance with concurrent medical direction.
  3. Oversee the credentialing and continuous education of pre-hospital care staff, ensuring adherence to regulatory qualifications and competency standards.
  4. Provide real-time medical direction and support to paramedics and EMTs during complex emergency cases.
  5. Ensure the development, continuous review, and standardisation of medical equipment and medication lists used in pre-hospital care services.
  6. Lead the implementation of an effective process improvement program aimed at enhancing patient outcomes and clinical efficiency.
  7. Maintain regular engagement with the medical community, including hospitals, emergency departments, physicians, nurses, and out-of-hospital service providers.
  8. Promote public education and awareness on emergency prevention and pre-hospital care.

Operational Management

  1. Plan, direct, and coordinate emergency medical services in collaboration with the Dispatch Centre, with particular focus on air evacuations, medical escorts, and the transfer of critical patients.
  2. Oversee the procurement, inventory, and distribution of medical equipment and consumables, ensuring cost-effective purchasing strategies through regular vendor evaluations.
  3. Supervise ambulance operations, fleet readiness, and dispatch efficiency while ensuring alignment with international best practices in emergency medical services.
  4. Lead business planning and budget development for the Operations Department, aligning financial resources with organisational goals.
  5. Implement performance management systems, including hiring, training, and disciplinary processes, in collaboration with the Human Resources Department.
  6. Benchmark organisational practices against international EMS providers, ensuring adherence to quality and safety standards.
  7. Oversee the internal Quality Improvement program to monitor performance, identify gaps, and implement corrective measures.

Training and Workforce Development

  1. Design and oversee training programs for paramedics and EMTs across various certification levels.
  2. Ensure continuous professional development through mandatory Continuing Medical Education (CME) programs.
  3. Establish structured credentialing processes to assess and validate staff competencies.
  4. Encourage knowledge transfer, mentorship, and professional growth within the operations team.
  5. Promote a culture of clinical excellence and accountability in service delivery.

Regulatory Compliance and Risk Management

  1. Ensure all emergency medical services comply with national legislation, regulatory frameworks, and organisational policies.
  2. Implement incident management systems, ensuring timely reporting, investigation, and mitigation of operational risks.
  3. Safeguard patient rights and confidentiality, ensuring adherence to ethical medical standards.
  4. Develop disaster preparedness strategies and lead inter-agency collaborations during mass casualty incidents.

Stakeholder Engagement and Strategic Leadership

  1. Build and strengthen partnerships with hospitals, insurers, regulators, emergency services, and community stakeholders.
  2. Lead strategic initiatives aimed at expanding service coverage, enhancing operational capacity, and improving patient outcomes.
  3. Contribute to organisational policy development, budgeting, and long-term planning.
  4. Represent the organisation in professional networks, industry forums, and regulatory engagements.

Minimum Qualifications

  • Bachelor of Science in Medicine (MBChB).
  • Master’s degree in Emergency Medicine, ICU, or Anesthesiology will be an added advantage.
  • Valid license to practice medicine in Kenya.

Desired Competencies

The successful candidate is expected to demonstrate a broad range of professional and leadership competencies, including but not limited to:

  1. Pre-hospital Emergency Care – Proficiency in advanced emergency medicine, trauma management, and critical care. Certification in Advanced Cardiac Life Support (ACLS), Basic Life Support (BLS), and Pre-Hospital Trauma Life Support (PHTLS) is desirable.
  2. EMS System Operation – Expertise in ambulance dispatch, triage, emergency response, patient treatment, and safe transfers.
  3. Clinical Governance – Strong capability in conducting clinical audits, care reviews, and adherence monitoring of medical protocols.
  4. Health Information and Documentation – Ability to manage electronic patient care records and utilise performance dashboards for decision-making.
  5. Workforce Oversight – Experience in staff credentialing, training, and supervision of EMTs, paramedics, and clinical personnel.
  6. Regulatory and Risk Compliance – Comprehensive knowledge of EMS law, occupational health and safety, and risk mitigation strategies.
  7. Ethics and Patient Rights – Commitment to ethical medical practice, patient dignity, and confidentiality.
  8. Disaster Preparedness – Practical experience in mass casualty incident management, triage, and inter-agency coordination.
  9. Stakeholder Engagement – Proven ability to build strong professional networks and partnerships with healthcare and emergency response stakeholders.
  10. Strategic and Financial Insight – Demonstrated ability in planning, budgeting, and evaluating organisational performance in healthcare contexts.
