The Kenya Red Cross Society, in collaboration with the German Red Cross (GRC), is inviting applications for the position of Regional Information Manager and Data Analyst. This opportunity is based in Nairobi, Kenya, with frequent travel across the region.
The German Red Cross is part of the worldwide Red Cross and Red Crescent Movement and works closely with the Kenya Red Cross Society to strengthen humanitarian initiatives. This role is designed to provide high-level information management (IM) and data analysis support for the GRC’s regional operations and the Anticipation Hub, contributing to resilience building, disaster risk management, and anticipatory action at both regional and global levels.
This position is crucial for enhancing data-driven decision-making, improving regional coordination on disaster risk reduction, and supporting anticipatory action systems across the Greater Horn of Africa.
Reporting and Technical Supervision
The successful candidate will report to the Regional Representative of the GRC in Africa and the Head of the Anticipation Hub. In addition, there will be technical line management under the Information Management and Digitalisation Lead at GRC Headquarters in Berlin.
Location and Scope
The position is based in Nairobi, Kenya, with regular and frequent travel within the region. The primary geographical focus will be the Greater Horn of Africa, with a secondary focus on specific countries as determined by organizational priorities and needs.
Purpose of the Role
The overall purpose of the Regional Information Manager and Data Analyst is to provide strategic and operational information management support to the German Red Cross in the region, while also contributing to global anticipatory action initiatives through the Anticipation Hub. The role involves the development, management, and application of data systems that support anticipatory humanitarian actions, disaster risk reduction, and improved resilience for vulnerable communities.
Duties and Responsibilities
The position carries a wide scope of responsibilities which are grouped into thematic areas as outlined below.
1. Overall Information Management and Data Support
- Provide information management and data analysis support to the GRC regional office and relevant stakeholders.
- Offer technical support to country offices and programs in developing, harmonizing, and improving their information management systems.
- Ensure that IM and data functions contribute to evidence-based decision-making across regional and global initiatives.
2. Development of a Regional Database
- Lead the development of a regional database focused on anticipatory action within the Intergovernmental Authority on Development (IGAD) region.
- Document key information such as activations, triggers, thresholds, frameworks, and roadmaps established by humanitarian and governmental actors across the region.
- Identify, collect, harmonize, validate, analyze, update, and visualize relevant data from multiple sources.
- Ensure scientific rigor and quality control during data collection, analysis, and review processes.
- Define and standardize key variables, including action typologies, to ensure consistency and comparability of data.
3. Interoperability and Knowledge Management
- Design the structure of the database to support interoperability with other regional or global platforms such as East Africa Hazard Watch, the Anticipation Hub, and the IGAD/ICPAC information management system.
- Ensure flexibility in the database structure for future expansion, modification, and cross-platform integration.
- Develop clear procedures for updating, validating, and maintaining the database.
- Produce dashboards, data visualizations, and user-friendly interfaces for different types of stakeholders.
- Prepare and disseminate a comprehensive user guide manual.
- Conduct stakeholder presentations to introduce functionalities, gather feedback, and integrate improvements.
4. Reporting and Analysis
- Contribute to the preparation of reports, summaries, and analytical briefs derived from database content.
- Support evidence-based reporting that aligns with humanitarian priorities in the Greater Horn of Africa.
- Translate complex data into formats that are easily understandable by non-technical stakeholders.
5. Integration of Innovative Tools
- Explore opportunities for integrating artificial intelligence and machine learning into data collection, extraction, and classification processes.
- Apply innovative technologies to support semi-automated data collection and improve efficiency.
- Monitor developments in the field of digital tools to ensure that GRC remains at the forefront of humanitarian information management practices.
6. GIS and Disaster Risk Data Analysis
- Conduct geospatial analysis in collaboration with the GRC global information management and digitalisation unit.
- Work closely with Red Cross and Red Crescent National Societies in the region to strengthen GIS and disaster risk data analysis capacities.
- Support climate and hazard data analysis to inform anticipatory action initiatives.
7. Program and Project Development
- Support program design and development by providing IM and data analysis inputs.
- Contribute to project monitoring and evaluation through the provision of timely and accurate data.
- Ensure that information management contributes directly to improved program effectiveness.
8. Support to the Anticipation Hub
- Provide direct IM support to the Anticipation Hub’s regional and global initiatives.
- Work in close coordination with the Anticipation Hub regional coordinator, based at the International Federation of Red Cross and Red Crescent Societies (IFRC) regional office in Nairobi.
- Contribute to joint initiatives that link anticipatory action with wider disaster preparedness and response systems.
