The Kenya Leather Development Council (KLDC) is a State Corporation established by the Government of Kenya under the Kenya Leather Development Council Order, 2011 (Legal Notice No. 114 of 9th September, 2011), operating under the State Corporations Act (Cap.446), Laws of Kenya. The Council was instituted as a specialized agency mandated to steer the growth and regulation of the leather industry in Kenya. KLDC plays a central role in facilitating investment, enhancing productivity, promoting value addition, and ensuring the sustainable development of the leather sector in alignment with the country’s economic transformation agenda.

In pursuit of its mandate and in line with its strategic plan, the Council invites applications from qualified and motivated individuals to fill the following positions. Each role is critical in advancing the Council’s objectives and driving excellence in service delivery within the leather industry.


1. Principal Leather Development Officer

The Principal Leather Development Officer will be responsible for coordinating technical operations and ensuring the development and implementation of programs and projects that foster growth within the leather value chain. This position requires extensive industry knowledge, project management expertise, and the ability to work collaboratively with stakeholders to ensure sustainable industry practices.

Job Description

  • Coordinate the formulation, review, and implementation of policies, strategies, and programs for the development of the leather sector.
  • Oversee and provide technical guidance in the execution of industry-wide projects aimed at improving productivity, efficiency, and value addition within the leather sector.
  • Monitor and evaluate programs and projects, ensuring compliance with national development priorities and sectoral goals.

2. Senior Leather Development Officer

The Senior Leather Development Officer will support the implementation of programs, policies, and projects geared towards enhancing the development of the leather industry. This role involves working closely with stakeholders to implement strategies that promote growth, innovation, and value addition within the sector.

Job Description

  • Participate in the formulation and implementation of policies and programs aimed at developing the leather industry.
  • Conduct research and analysis on industry trends, challenges, and opportunities, and provide recommendations to management.
  • Coordinate capacity-building initiatives for stakeholders across the leather value chain, including training workshops and technical demonstrations.

3. Leather Development Officer

This position involves direct engagement with stakeholders to promote skills development, technology adoption, and market access.

Job Description

  • Assist in the implementation of policies, strategies, and programs that promote the development of the leather industry.
  • Collect and analyze data on industry performance and emerging issues to inform decision-making.
  • Participate in the organization of training sessions, awareness campaigns, and workshops for stakeholders in the leather sector.

  • Develop and implement procurement and supply chain management policies, strategies, and procedures in line with the Public Procurement and Asset Disposal Act and relevant regulations.
  • Coordinate the preparation of annual procurement plans and monitor their implementation.
  • Oversee tendering, evaluation, and contract management processes to ensure transparency, fairness, and accountability.
  • Provide guidance to management and staff on procurement procedures, compliance requirements, and best practices.
  • Manage supplier relationships and ensure timely delivery of quality goods and services to the Council.
  • Conduct market research to identify reliable suppliers and ensure competitive pricing in procurement processes.
  • Oversee inventory management, asset disposal, and records management in line with legal and institutional requirements.

5. Senior Supply Chain Management Officer

The Senior Supply Chain Management Officer will support procurement and supply chain management processes to ensure timely and effective delivery of services to the Council.

  • Implement procurement policies, procedures, and guidelines in compliance with relevant laws and regulations.
  • Participate in the preparation and execution of procurement plans.
  • Facilitate tendering, evaluation, and contracting processes for the acquisition of goods, works, and services.
  • Maintain accurate records of procurement activities, contracts, and supplier performance.
  • Monitor supplier performance to ensure compliance with contractual terms and conditions.
  • Provide advice and support to departments on procurement requirements and specifications.

6. Supply Chain Management Officer

The Supply Chain Management Officer will handle routine procurement and supply chain activities, ensuring efficiency in service delivery and compliance with established procedures.

  • Execute day-to-day procurement operations in accordance with institutional and regulatory frameworks.
  • Assist in the preparation of procurement plans and specifications for goods and services.
  • Participate in tendering and quotation processes as assigned.
  • Maintain up-to-date records of procurement transactions, supplier databases, and contracts.
  • Support the monitoring of deliveries and supplier performance to ensure quality and timeliness.

7. Principal Research and Innovation Officer

The Principal Research and Innovation Officer will lead the Council’s research and innovation agenda, ensuring that evidence-based insights and innovative approaches drive growth and competitiveness in the leather sector.

Job Description

  • Coordinate the design and implementation of research projects and innovation programs in the leather industry.
  • Develop research frameworks, methodologies, and tools to assess industry trends, challenges, and opportunities.
  • Provide leadership in the dissemination and utilization of research findings to inform policy and strategy development.
  • Foster partnerships with research institutions, universities, and development partners to promote collaboration and knowledge exchange.
