The role of a Human Resource Management Officer I is designed for individuals with prior experience in human resource functions and who are capable of handling more complex responsibilities with minimal supervision. Officers at this level may be deployed to oversee human resource management functions within a department or a specialized unit of the County/Department.
Duties and Responsibilities:
The tasks expected of a Human Resource Management Officer I include:
- Verifying information relating to recruitment, appointment, and transfers to ensure accuracy and compliance with set procedures.
- Managing and maintaining human resource records and complement control for the department or unit.
- Processing cases for the County or Departmental Human Resource Management Advisory Committee, including compiling documentation and supporting decision-making processes.
- Assisting in the implementation of the decisions of the Human Resource Management Advisory Committee.
- Supervising and guiding clerical staff working within the division or section.
- Assisting departments in conducting assessments of training needs across all staff cadres.
- Preparing training projections based on identified needs to support staff development.
- Identifying and designing appropriate courses, seminars, workshops, and other training programmes for staff development.
- Assisting in coordinating training programmes to ensure effective implementation.
- Evaluating training programmes to measure their effectiveness and recommending improvements.
This role is both administrative and advisory in nature, requiring the officer to support human resource functions while also ensuring compliance with policies and regulations.
