The County Assembly of Kisumu is established pursuant to Article 185 of the Constitution of Kenya, 2010, and Section 8 of the County Government Act, 2012. To enhance institutional capacity and deliver on its legislative and oversight mandate, the County Assembly Service Board invites applications from visionary, result-driven, and experienced professionals for the following positions.

All roles are offered on permanent and pensionable terms of engagement.


Director – Legislative, Procedural & Committee Services

Job Grade: CASB 3/R | Vacancies: 1

The Director will be responsible for providing leadership in legislative and committee services. The role entails oversight of all legislative procedures, guidance on Standing Orders, and support to committees to ensure smooth operations. Key responsibilities include drafting legislative documents, advising Members on legislative matters, coordinating committee schedules, and ensuring compliance with constitutional and legal frameworks.


Director – Information Services

Job Grade: CASB 3/R | Vacancies: 1

This position will oversee the assembly’s information and records management systems. The Director will manage ICT infrastructure, digital platforms, research services, and information dissemination processes. Duties include strengthening digital transformation, ensuring data security, and overseeing library and archival services to support legislative and administrative functions.


Director – Finance & Accounting Services

Job Grade: CASB 3/R | Vacancies: 1

The Director will be the overall head of financial management and accounting services. The role involves formulating financial policies, coordinating budgeting, overseeing expenditure controls, financial reporting, and ensuring compliance with public finance management laws. The Director will also advise the Board on matters of resource allocation and prudent financial practices.


Deputy Director – Human Resource and Administration

Job Grade: CASB 4/R | Vacancies: 1

The Deputy Director will support the management of human resource policies, staff welfare, and administrative functions. Duties include overseeing recruitment, performance management, staff training, employee relations, and compliance with HR laws and regulations. The role also entails ensuring efficient office administration and records management.


Chief Principal Supply Chain Management Officer

Job Grade: CASB 5/R | Vacancies: 1

The officer will head the procurement and supply chain management functions. Responsibilities include planning, coordinating, and controlling procurement processes, ensuring compliance with the Public Procurement and Asset Disposal Act, supplier management, inventory control, and procurement reporting.


Assistant Director – Accounting Services

Job Grade: CASB 5/R | Vacancies: 1

The role will support the Director in accounting functions including preparation of financial statements, cash flow management, auditing coordination, budget execution, and expenditure tracking. The Assistant Director will ensure compliance with accounting standards and financial regulations.


Senior Principal Legal Counsel

Job Grade: CASB 5/R | Vacancies: 1

This role will provide legal services and counsel to the Assembly. Responsibilities include drafting bills, motions, and contracts; providing legal opinions to committees and Members; and ensuring compliance with the Constitution and other statutes. The officer will also represent the Assembly in legal proceedings.


Principal Internal Auditor

Job Grade: CASB 6/R | Vacancies: 1

The Principal Internal Auditor will lead the internal audit function. Duties include designing audit programs, conducting risk assessments, evaluating internal controls, preparing audit reports, and advising management on risk mitigation. The position ensures accountability and transparency in the Assembly’s financial operations.


Principal Administration Officer

Job Grade: CASB 6/R | Vacancies: 1

This officer will coordinate general administrative services including office management, logistics, staff welfare, and support services. Duties include supervising support staff, ensuring effective asset management, and implementing policies to improve operational efficiency.


Senior Legal Officer

Job Grade: CASB 6/R | Vacancies: 1

The Senior Legal Officer will provide legal advisory services, draft and review contracts, assist committees on legal matters, and ensure legal compliance in assembly operations. The officer will also assist in litigation and preparation of legal opinions.


First Clerk Assistant

Job Grade: CASB 6/R | Vacancies: 5

Clerk Assistants will provide procedural and administrative support in plenary and committee sittings. Responsibilities include compiling order papers, recording debates, maintaining Hansard records, assisting Members with research, and ensuring smooth legislative processes.


Research Officer I

Job Grade: CASB 9/R | Vacancies: 1

The Research Officer will provide technical research services to Members and committees. Duties include conducting policy analysis, drafting research briefs, preparing reports, and supporting evidence-based decision-making in the Assembly.


Public Communication & Media Relations Officer

Job Grade: CASB 9/R | Vacancies: 1

The officer will manage media relations, public communication strategies, and stakeholder engagement. Responsibilities include drafting press releases, coordinating press conferences, managing the Assembly’s website and social media, and developing public information campaigns.


Sergeant-At-Arms I

Job Grade: CASB 9/R | Vacancies: 1

The Sergeant-At-Arms will provide security and ceremonial services within the Assembly. Duties include maintaining order during sittings, escorting the Mace, overseeing access control, enforcing discipline, and ensuring the security of Members and staff.


Internal Auditor I

Job Grade: CASB 9/R | Vacancies: 1

The officer will conduct internal audits to ensure accountability in financial and operational systems. Responsibilities include reviewing financial records, preparing audit findings, and supporting the implementation of internal controls.


Research Officer II

Job Grade: CASB 10/R | Vacancies: 1

The Research Officer will support the research team in data collection, analysis, report writing, and preparation of briefing notes. The position supports committees and Members with background information on legislative issues.


Sign Language Interpreter II

Job Grade: CASB 10/R | Vacancies: 1

The Interpreter will facilitate communication between deaf Members, staff, or visitors and the Assembly. Duties include real-time interpretation of debates, meetings, and events, as well as translation of documents into sign language.


Sergeant-At-Arms II

Job Grade: CASB 12/R | Vacancies: 2

The officers will assist in security operations, protocol functions, and ceremonial duties. Tasks include crowd control, securing Assembly premises, supporting order during sittings, and maintaining assembly property.


Chief Driver

Job Grade: CASB 10/R | Vacancies: 1

The Chief Driver will oversee the assembly’s transport operations. Duties include supervising drivers, managing the vehicle fleet, coordinating transport schedules, ensuring vehicle maintenance, and enforcing safety standards.


Senior Driver

Job Grade: CASB 11/H | Vacancies: 2

The Senior Driver will be responsible for driving assigned vehicles, ensuring passenger safety, maintaining vehicles in good condition, and preparing trip reports. Duties also include performing minor repairs and ensuring compliance with traffic regulations.


Sign Language Interpreter II

Job Grade: CASB 11/H | Vacancies: 1

This officer will provide interpretation services in sign language to facilitate communication during proceedings, meetings, and events. The role involves accurate interpretation and ensuring inclusivity for all stakeholders.


Security Warden I

Job Grade: CASB 13/G | Vacancies: 1

The Security Warden will be responsible for safety and security within the Assembly premises. Duties include patrolling, monitoring surveillance systems, enforcing access control, responding to emergencies, and maintaining incident records.
