
The County Assembly of Kisumu is established pursuant to Article 185 of the Constitution of Kenya, 2010, as read together with Section 8 of the County Government Act, 2012. To enhance institutional capacity and deliver on its mandate, the County Assembly Service Board is seeking to recruit visionary, results-driven, and experienced professionals to fill a wide range of positions across its departments.

Available Positions and Detailed Job Descriptions

1. Director – Legislative, Procedural & Committee Services (CASB 3/R) – 1 Post
The holder of this position will oversee legislative procedures and committee operations within the Assembly. Responsibilities include providing technical guidance on parliamentary procedures, managing committee services, coordinating legislative drafting, and ensuring compliance with standing orders. The role requires strong analytical capacity, leadership, and deep knowledge of legislative processes.
2. Director – Information Services (CASB 3/R) – 1 Post
The Director of Information Services will lead the Assembly’s information management systems. Key duties include overseeing ICT infrastructure, guiding information dissemination, managing digital transformation initiatives, ensuring cybersecurity, and supporting e-parliament innovations. The director will also be responsible for supervising records management and knowledge sharing platforms.
3. Director – Finance & Accounting Services (CASB 3/R) – 1 Post

13. Public Communication & Media Relations Officer I (CASB 9/R) – 1 Post

14. Sergeant-at-Arms I (CASB 9/R) – 1 Post
The Sergeant-at-Arms will maintain order during Assembly proceedings, ensure security within chambers, and enforce rules of decorum. The officer will also oversee access control and ceremonial duties.
15. Internal Auditor I (CASB 9/R) – 1 Post
