Kisii University has announced an opportunity for a qualified professional to join its leadership team in the Information and Communication Technology (ICT) Directorate. The institution is seeking to fill the position of ICT Director. This role is a high-level appointment within the university’s administration and is structured under Job Group Grade 15. The ICT Director will report directly to the Deputy Vice Chancellor (Administration, Planning and Finance).

Duties and Responsibilities
The ICT Director at Kisii University will play a pivotal role in shaping and managing the university’s digital strategy. The officer will be tasked with the following key responsibilities:
- Leadership and Oversight
- Provide overall leadership to the ICT Directorate and guide its operations in alignment with the university’s strategic direction.
- Ensure the ICT Directorate remains a central driver of innovation and efficiency across academic and administrative functions.
- ICT Policy and Strategy
- Prepare, oversee, implement, and review the University Information and Communication Technology policy.
- Align ICT strategies with the University Strategic Plan to ensure cohesive development and application.
- Ensure ICT investment priorities are aligned with the university’s broader objectives.
- Integration of ICT in Core Functions
- Integrate ICT into teaching, learning, and research to enhance educational outcomes.
- Oversee the development and support of major ICT systems and functions across departments.
- Ensure automation of university processes and strengthen data security mechanisms.
- System Development and Resource Management
- Oversee the development and support of ICT infrastructure, platforms, and systems.
- Consider and recommend ICT budgets and manage allocation of resources among users.
- Develop and review practices to enhance efficiency and effectiveness in ICT operations.
- Governance and Advisory Role
- Assess and advise the University Management Board and Senate on changes or updates to ICT policies and practices.
- Facilitate the implementation of ICT-related projects while ensuring compliance with institutional and national standards.
- Address ICT-related strategic and policy issues referred by the University Management Board or Senate.
- Business Continuity and Security
- Design and implement ICT business continuity and disaster recovery plans.
- Ensure data security protocols are in place and consistently updated to meet modern standards.
- Web and Communication Systems Management
- Oversee the regular updating of the university website to ensure content is relevant and timely.
- Ensure university systems effectively support communication, information dissemination, and engagement.
- Compliance and Standards
- Ensure ICT operations conform to ISO certification standards.
- Align departmental processes to deliver intended outputs of the management system.
- Human Resource and Committee Roles
- Oversee staff matters in the ICT Directorate, including performance management and capacity building.
- Serve as Secretary to the University ICT Committee.
- Perform any other official duties assigned from time to time.
Academic and Professional Requirements
- Doctorate degree in Computer Science, Information Systems, or an equivalent field from a recognized institution.
- Master’s degree in Computer Science, Information Systems, or its equivalent from a recognized institution.
- Bachelor’s degree in Information Communication and Technology, Computer Science, or its equivalent from a recognized institution.
- At least four (4) years of working experience as Deputy ICT Director.
- Membership in a relevant professional organization.
- Relevant ICT certifications.
