Person Specifications: For appointment to this grade, a candidate must have:
- Cumulative service period of nine (9) years’ relevant work experience, three (3) of which should have been at the grade of Senior Legal Officer or in a comparable position.
- Bachelor Degree in Law from a recognized and accredited institution.
- Post Graduate Diploma in Law from Kenya School of Law.
- Admitted as an Advocate of the High Court of Kenya with a valid Practicing Certificate.
- Certificate in Management Course lasting not less than four (4) weeks from a recognized and accredited institution.
- Registered as a member of the Law Society of Kenya in good standing.
- Proficiency in computer applications.
- Shown merit and ability as reflected in work performance and results.
Responsibilities:
The Social Health Authority (SHA) is seeking a Principal Officer, Legal Services. This role involves providing expert legal advice on commercial contracts, drafting legal documents, monitoring compliance, and contributing to strategic dispute resolution initiatives for the Authority.
Job Purpose: Legal Officers are responsible for providing legal advisory services to the Board and Management of the Authority including contract preparation and administration, legislative drafting, and compliance with legal and regulatory legislation.
The Officers in this cadre may be deployed to any of the following functional areas:-
- Board Management
- Legal Services
Key Duties and Responsibilities:
- Advising and negotiating on all commercial contracts (e.g., Goods and Services, Hospital Contracts, Enhanced Scheme Contracts, Leases and Licenses).
- Drawing and vetting of Contracts, agreements, and other legal documents.
- Implementing legal policies and procedures to ensure that they are in accordance with the existing legislation.
- Undertaking legal research.
- Monitoring compliance with regulatory and legislative requirements.
- Conducting legal and regulatory risk management extension services to the Authority’s Lessees, Licensees, Partners, and other stakeholders for consistency in application.
- Following up on cases filed against or by the Authority and preparation of legal reports and opinions.
- Developing, implementing, and reviewing legal policies and procedures to ensure that they are in accordance with the existing legislation.
- Monitoring compliance with regulatory and legislative requirements.
- Providing leadership and ensuring implementation of strategic initiatives in the Alternative Dispute Resolution (ADR) function.
- Establishing and maintaining Strategic linkages and relationships with internal and external stakeholders in order to strengthen dispute management and resolution initiatives.
- Assisting to facilitate Board induction and development and implementation of the Capacity building programmes.
- Assisting in the preparation and management of Board Work-Plans.
- Assisting to facilitate Annual Board Evaluation.
- Assisting in facilitating Governance Audits.
- Assisting in the development and implementation of the Board Charters, Terms of Reference and the Code of Conduct and Ethics.
