Position: Deputy Manager, Payroll Section

Job Purpose
The Deputy Manager, Payroll Section will support the Manager Payroll Section in overseeing payroll operations within the Finance Department. The role entails preparation, review, reporting, and distribution of payroll while maintaining accurate records and advising on emerging tax issues. The position requires a proactive professional with the ability to manage complex processes, ensure compliance, and champion improvements in payroll systems and policies.
Key Duties and Responsibilities
Strategic Responsibilities
- Enhance and maintain effective internal controls within the payroll function.
- Champion the development, implementation, and execution of payroll roles within the Finance Department as a critical component for ensuring contractual obligations are met in line with approved policies and procedures.
- Provide proposals for the development of payroll policies and operational manuals to strengthen governance and efficiency.
Technical and Operational Responsibilities
- Review the process for disbursing staff emoluments to ensure accuracy and timeliness.
- Assist in managing the payroll workload to meet operational requirements and deadlines.
- Review statutory deductions, reporting, and filing requirements in compliance with regulations.
- Review monthly payroll reports for accuracy and completeness.
- Oversee payroll account reconciliations and enforce adherence to Standard Operating Procedures (SOPs).
- Continuously assess, review, and report on payroll-related policies, procedures, and processes, recommending improvements where necessary.
- Maintain payroll data, information, and records in strict compliance with statutory and regulatory requirements.
- Support the processing of staff salary advances and development loan repayments.
- Monitor emerging legislation or tax laws that may impact payroll and advise the Manager accordingly.
- Uphold high professional standards of confidentiality, accuracy, and integrity in payroll operations.
Other Responsibilities
- Deputize for the Manager Payroll Section whenever required.
- Undertake other responsibilities as assigned by the Finance Department leadership or the Bank.
Qualifications
- Bachelor’s degree in Finance, Accounting, or a relevant field from a recognized university.
- A postgraduate degree in a relevant area will be an added advantage.
- Professional qualifications such as CPA (K), ACCA, or an equivalent.
- Membership in ICPAK or ACCA is required.
Work Experience
- At least five (5) years of post-qualification experience in a busy accounting-related environment.
- Demonstrated exposure to payroll management and experience with accounting systems will be an asset.
