Context

IOM has prioritized integrity, transparency, and accountability as cross-cutting institutional priorities. Within the Office of Ethics and Prevention of Sexual Exploitation and Abuse and Sexual Harassment, the Ethics and Conduct Unit (ECO) plays a leading role in strengthening the Organization’s culture of integrity.

ECO’s responsibilities include:

  • Advising on ethical issues and organizational standards of conduct.
  • Delivering global training and outreach initiatives to all IOM offices.
  • Promoting a speak-up culture while protecting whistleblowers.
  • Developing and managing annual disclosure and conflict-of-interest programs.

As part of this unit, the Regional Ethics and Integrity Officer will be a pivotal figure, ensuring regional-level coordination, guidance, and implementation of IOM’s ethics framework.


Key Responsibilities

The Regional Ethics and Integrity Officer will operate under the direct supervision of the Chief of the Ethics and Conduct Unit. The incumbent will play a central role in building ethical awareness and strengthening organizational integrity across regions. Specific responsibilities include:

  1. Regional Focal Point
    • Serve as the primary focal point on ethics and integrity matters for Regional and Country Offices.
    • Ensure effective communication and coordination between field offices and IOM headquarters.
  2. Advisory Services
    • Provide impartial advice to management and staff on ethical issues, including conflicts of interest, reporting channels, and whistleblower protection.
    • Guide staff on the application of IOM’s Standards of Conduct and promote a strong ethical culture.
  3. Policy and Legal Contributions
    • Monitor developments in international administrative law and organizational ethics policies.
    • Contribute to reviewing, revising, and drafting IOM’s ethics-related policies, instructions, and guidelines.
  4. Complaint Assessments
    • Undertake preliminary assessments of retaliation complaints, applying relevant legal standards and evidence-based approaches.
    • Provide guidance on handling sensitive cases objectively and fairly.
  5. Training and Capacity Building
    • Lead the design and implementation of ethics training programs across assigned regions.
    • Deliver direct training sessions and conduct training-of-trainers programs.
    • Supervise ethics facilitators and ensure cascade training models reach staff at all levels.
  6. Knowledge Management
    • Contribute to ECO’s knowledge management systems, including case tracking, reporting, and periodic analysis of trends.
    • Share lessons learned and best practices across regions to improve institutional awareness.
  7. Outreach and Strategy
    • Support organizational initiatives, including joint strategies with the Protection from Sexual Exploitation and Abuse and Sexual Harassment (PSEAH) office.
    • Participate in regional campaigns and activities promoting a culture of transparency and accountability.
  8. Other Duties
    • Promote compliance with disclosure programs and conflict-of-interest requirements.
    • Undertake additional responsibilities as required to strengthen ECO and OEP’s mandates.

Required Languages

Given the multiple duty stations, language proficiency requirements vary by region:

  • Bangkok, Thailand: Fluency in French and/or Spanish is required in addition to English.
  • Dakar, Senegal: Fluency in French is required.
  • Panama City, Panama: Fluency in Spanish is required.
  • Nairobi, Kenya: Fluency in French and/or Spanish is required.

For all stations, fluency in English (oral and written) is mandatory. Working knowledge of another UN language (Arabic, Chinese, Russian) is considered an advantage.
