Person Specifications
To be considered for appointment to this grade, applicants must demonstrate the following qualifications, skills, and experience:
- A cumulative service period of six (6) years’ relevant work experience, three (3) of which must have been at the grade of Registration and Compliance Officer I or in a comparable role.
- A Bachelor’s Degree in Commerce, Accounting, Business Administration, Finance, Economics, Business, Medicine, Social Science, Pharmacy, or an equivalent qualification from a recognized institution.
- Membership in a relevant professional body, where applicable, with good standing status.
- Proficiency in computer applications to support effective work execution.
- Proven merit and ability, reflected in work performance and results over time.
Key Responsibilities
As a Senior Registration and Compliance Officer, the appointed officers will be entrusted with crucial responsibilities to ensure smooth operations, compliance with statutory obligations, and effective service delivery. Duties will include but are not limited to:
1. Provider and Facility Empanelment
- Leading the empanelment process for licensed health providers and facilities.
- Ensuring that facilities and providers fully comply with the SHA Act and related regulatory requirements.
2. Beneficiary Registration and Service Delivery Support
- Carrying out beneficiary registration processes in line with SHA guidelines.
- Addressing issues that arise during registration to guarantee smooth inclusion into the scheme.
- Monitoring operational activities to ensure compliance with the SHA Act.
3. Compliance Monitoring and Audits
- Conducting compliance audits on health service providers and registered beneficiaries.
- Monitoring performance and ensuring corrective action is taken when irregularities are detected.
- Supporting the implementation of operational strategies to achieve high compliance standards.
4. Stakeholder Engagement and Public Education
- Collaborating with County Governments, development partners, and stakeholders to promote SHA membership.
- Participating in stakeholder engagement initiatives to drive membership registration and revenue collection targets.
- Supporting public education campaigns to raise awareness about SHA services, membership, and compliance obligations.
5. Contracting and Performance Monitoring
- Implementing performance-based contracting methodologies with providers.
- Monitoring contract performance and ensuring that contractual obligations are fulfilled by providers.
- Preparing monitoring and evaluation reports for senior management review.
6. Clinical and Health Needs Assessments
- Supporting the implementation of clinical audit policies and strategies.
- Conducting health needs assessments and risk assessments to identify gaps in service delivery.
- Participating in assessments for clinical interventions and new health technologies.
- Assisting in the inclusion of drugs and consumables in the SHA positive list, ensuring members benefit from the latest approved medical products.
