Job Purpose
The Head of ICT is responsible for steering the hospital’s Information and Communication Technology function. This includes developing and implementing robust ICT strategies, policies, and systems that directly support clinical and administrative operations. The role ensures optimal efficiency, strong compliance with regulatory frameworks, and the delivery of secure, reliable, and scalable technology solutions.
At its core, the position drives digital transformation across the hospital, optimizes ICT investments, and guarantees consistently high-quality service delivery that aligns with the hospital’s long-term vision.
Duties and Responsibilities
The responsibilities of the Head of ICT span across strategy, operations, compliance, leadership, and innovation. The role demands both technical expertise and strategic oversight. Key responsibilities include:
1. ICT Strategy and Governance
- Develop and maintain the hospital’s ICT strategy in alignment with both immediate and long-term organizational objectives.
- Establish, review, and enforce ICT policies and standards to maintain efficiency, compliance, and security.
- Prepare and oversee the hospital’s ICT budget and operating plans, ensuring prudent resource allocation and effective implementation.
2. Leadership and Advisory
- Provide visionary leadership and clear direction to the ICT team, fostering a culture of innovation, accountability, and excellence.
- Act as a strategic advisor to hospital departments and senior leadership on technology adoption, emerging digital trends, and ICT sustainability initiatives.
- Support the hospital in maximizing the return on ICT investments through innovation and cost-effective solutions.
3. ICT Operations and Project Oversight
- Maintain a comprehensive overview of all ICT projects and ensure their timely execution in line with hospital priorities.
- Oversee the stability and continuous operation of the Hospital Management Information System (HMIS) and related applications.
- Ensure hardware and software infrastructure operates reliably, supporting uninterrupted hospital operations.
4. Infrastructure and System Upgrades
- Lead infrastructure modernization initiatives, ensuring robust, scalable, and resilient systems.
- Oversee configuration and maintenance of secure ICT environments, with a focus on cyber resilience and system protection.
- Anticipate technological changes and plan upgrades that safeguard the hospital’s competitiveness.
5. Data Protection and Compliance
- Ensure strict compliance with the Data Protection Act and all relevant legal frameworks related to ICT operations and data security.
- Implement strong governance systems for information privacy, risk management, and regulatory compliance.
6. Analytics and Reporting
- Enhance the hospital’s analytics and dashboard systems to empower data-driven decision-making across all departments.
- Monitor and report on ICT system performance, identifying trends, risks, and opportunities for improvement.
- Produce operational reports that highlight key metrics, efficiency indicators, and service delivery insights.
7. ICT Procurement and Vendor Management
- Build, nurture, and maintain collaborative relationships with ICT vendors, service providers, and partners.

8. User Support and Training

9. Service Delivery and Technical Support

Qualifications
To succeed in this role, the candidate must demonstrate both academic excellence and extensive hands-on experience in ICT management.
Education
- Bachelor’s degree in Information and Communication Technology, Computer Science, Computer Networking, Programming, Information Systems, or an equivalent ICT-related qualification.
- A postgraduate qualification in a relevant field is acceptable, while a Master’s degree is considered an added advantage.
Job Experience
- At least 10 years’ experience in ICT, with 5 years in a senior management role.
- Proven expertise in Enterprise Resource Planning (ERP) systems.
- Experience in data protection compliance and related frameworks.
- Hands-on exposure to systems management and user support in complex ICT environments.
- Demonstrated ability to design and implement ICT Standard Operating Procedures (SOPs) and process flowcharts.
- Professional certifications such as:
- Microsoft Certified Solutions Expert (or equivalent)
- Cisco Certified Network Associate (or equivalent)
- Microsoft SharePoint Foundation (or equivalent)
- ITIL Foundation Certification or similar credentials.
