The National Council for Population and Development (NCPD) is a Semi-Autonomous Government Agency within the National Treasury and Ministry of Planning. It is tasked with the vital mandate of coordinating population and development activities across Kenya. The Council works to ensure effective planning, policy formulation, and implementation of programs that address the interplay between population dynamics and national development goals.

Below are the available positions:


1. Deputy Director, Human Resource and Administration – Grade NCPD 3

One (1) Post

The Deputy Director, Human Resource and Administration will be responsible for providing leadership in the management of human resources, administration, and related support services. The role is central to developing policies and systems that enhance organizational efficiency, promote staff development, and ensure compliance with relevant regulations.

Key Duties and Responsibilities:

  • Oversee the formulation and implementation of human resource policies, strategies, and programs to support the Council’s mandate.
  • Provide leadership in organizational development, succession planning, and workforce management.
  • Manage recruitment, selection, placement, and staff welfare in line with public service regulations.
  • Guide the development and implementation of performance management systems to foster a culture of accountability and results.
  • Ensure compliance with labor laws, employment regulations, and best practices in HR and administration.
  • Oversee staff training, development, and capacity-building initiatives.
  • Supervise the management of office facilities, transport, security, and other administrative services.
  • Advise management on human resource planning and administrative issues.
  • Coordinate the preparation of departmental budgets and ensure prudent utilization of resources.
  • Foster employee relations, handle grievances, and promote a healthy working environment.

2. Assistant Director of Population – Grade NCPD 4

The Assistant Director of Population will support the Council in driving research, policy development, and program implementation on population and development matters. The role focuses on generating data-driven insights and ensuring that policies reflect the realities of Kenya’s population dynamics.

Key Duties and Responsibilities:

  • Participate in the formulation and review of national population policies and strategies.
  • Support the design and implementation of programs related to reproductive health, family planning, and sustainable development.
  • Conduct research and provide analysis on population trends, emerging issues, and their impact on development.
  • Assist in coordinating national and regional population activities in collaboration with stakeholders.
  • Facilitate the integration of population factors into national and county-level development plans.
  • Prepare technical papers, briefs, and reports to inform policy decisions.
  • Support advocacy and awareness creation on population and development issues.
  • Build networks and partnerships with governmental, non-governmental, and international agencies.

3. Assistant Office Administrator II – Grade NCPD 8

The Assistant Office Administrator II will provide administrative and clerical support to ensure smooth operations within the Council. The role is crucial in supporting day-to-day office functions and facilitating effective communication within the organization.

Key Duties and Responsibilities:

  • Handle incoming and outgoing correspondence, including emails, letters, and memos.
  • Maintain and update office records, files, and databases in an orderly manner.
  • Schedule meetings, prepare agendas, and record minutes.
  • Manage the filing and retrieval of documents for ease of reference.
  • Receive visitors, answer phone calls, and provide customer service support.
  • Assist in the preparation of reports, presentations, and official documents.
  • Manage office supplies, requisitions, and ensure availability of resources.
  • Support senior officers in handling confidential and sensitive information.
  • Coordinate travel arrangements, logistics, and office events.
  • Ensure proper maintenance of office equipment and facilities.

4. Driver II – Grade NCPD 10

Two (2) Posts

The Driver II position provides essential transport services to ensure mobility and logistical support for the Council’s operations. This role involves not just driving, but also ensuring vehicle safety, maintenance, and compliance with transport regulations.

Key Duties and Responsibilities:

  • Drive official vehicles for the transport of staff, visitors, and materials as required.
  • Ensure vehicles are well-maintained, serviced, and in good working condition.
  • Keep accurate records of vehicle movements, mileage, and fuel consumption.
  • Adhere to traffic rules, road safety regulations, and defensive driving practices.
  • Ensure security and safety of passengers, goods, and the vehicle.
  • Report accidents, defects, or incidents promptly for corrective action.
  • Assist with messenger duties, including delivery of documents and parcels.
  • Maintain cleanliness of assigned vehicles.
  • Perform minor vehicle repairs and liaise with garages for major servicing needs.
  • Support logistical arrangements for official functions, field visits, and missions.

This role requires responsibility, reliability, and commitment to ensuring safe and efficient transport services.
