The National Authority for the Campaign Against Alcohol and Drug Abuse (NACADA) is a State Corporation established under the NACADA Act, 2012, with a critical mandate: to coordinate multi-sectoral efforts aimed at preventing, controlling, and mitigating the impact of alcohol and drug abuse in Kenya. For over a decade, NACADA has played a central role in policy development, public awareness campaigns, research, and enforcement of measures to reduce alcohol and substance abuse, while promoting a healthier, safer society.
To strengthen its capacity in delivering on this important mandate, NACADA is re-advertising for the position of Deputy Director, Finance and Accounts. Job Purpose
The Deputy Director, Finance and Accounts, will be responsible for ensuring efficient and effective utilization of NACADA’s financial resources. The role entails implementing accounting policies, systems, and procedures, while also providing timely reporting on the Authority’s financial performance. The holder of this office will offer both strategic and operational leadership, ensuring financial stewardship, compliance with relevant legal frameworks, and accountability in line with public service standards.
Key Responsibilities
Managerial / Supervisory Responsibilities
- Provide overall leadership and direction to the Finance and Accounting Department.
- Spearhead formulation and periodic review of financial management and accounting policies and procedures.
- Oversee the development and implementation of a robust finance strategy aligned with the Authority’s mission.
- Provide leadership in preparing responses to audit queries, Public Accounts Committee (PAC) and Public Investment Committee (PIC) inquiries.
- Guide the preparation and absorption of the Authority’s budget.
- Ensure accuracy and timeliness of financial and management reports.
- Oversee development and implementation of internal financial control systems.
- Monitor commitments and expenditure of programs and projects to ensure adherence to budgetary provisions.
- Coordinate consolidation of mobilized resources and updating of records.
Operational Responsibilities / Tasks
- Ensure effective and efficient management of financial resources.
- Guarantee compliance with Public Financial Management Act (PFMA), IPSAS, IFRS, ISO Standards, and other legal and regulatory requirements.
- Identify, understand, and mitigate key financial risks facing the organization.
- Advise management on expenditure trends and projections for better control and planning.

- Ensure effective management of the expenditure within the Finance and Accounts Department.

- Oversee departmental assets, including laptops, desktops, printers, telephones, office furniture, and related equipment.

- Provide oversight and leadership over the Authority’s financial management and operations.
- Ensure timely preparation of financial and management accounts and reports.
- Develop and enforce internal financial control systems.
- Monitor commitments and expenditures of projects to align with budgets.
Working Conditions

Job Competencies
Academic and Professional Qualifications
- Bachelor’s Degree in Commerce, Accounting, Business Administration, or Finance.
- Master’s Degree in a related field.
- Certified Public Accountant (CPA-K).
- Proficiency in computer applications.
Experience
- At least ten (10) years of relevant experience, four (4) of which must be at a senior management level.
Other Requirements
- Professional membership in good standing.
- Leadership training lasting not less than four (4) weeks from a recognized institution.
- Proficiency in Financial Management Information Systems.
- Must meet the requirements of Chapter Six of the Constitution of Kenya on Leadership and Integrity.
