Minimum Requirements
To be considered for appointment to this role, applicants must meet the following criteria:
- A cumulative service period of six (6) years’ relevant work experience, with at least three (3) years at the level of Registration and Compliance Officer I or in a comparable role.
- A Bachelor’s Degree in Commerce, Accounting, Business Administration, Finance, Economics, Business, Medicine, Social Sciences, or Pharmacy (or equivalent qualification) from a recognized institution.
- Membership in a relevant professional body where applicable, and in good standing.
- Proficiency in computer applications relevant to the role.
- Demonstrated merit and ability as reflected in past work performance and results.
Job Description
The duties and responsibilities for these positions are diverse, impactful, and designed to strengthen SHA’s operations across compliance, registration, and claims management. Successful candidates will be expected to deliver results in the following areas:
1. Registration and Compliance Functions
- Empanelment of Providers: Carry out the empanelment process for licensed health providers and facilities to ensure strict compliance with the SHA Act.
- Beneficiary Registration: Manage and oversee beneficiary registration processes, addressing arising issues promptly and effectively.
- Monitoring Compliance: Monitor operational activities to ensure adherence to statutory requirements.
- Auditing: Conduct compliance audits on health service providers and beneficiaries, ensuring fairness, transparency, and accountability.
- Strategy Implementation: Implement operational strategies to enhance member registration and public education.
- Stakeholder Engagement: Build strong relationships with stakeholders to support and expand membership registration efforts.
- County Collaboration: Work with County Governments and partners to promote SHA membership and raise awareness.
- Revenue and Registration Targets: Actively participate in initiatives that drive registration and revenue growth to meet organizational goals.
- Performance Contracts: Implement performance-based contracting methodologies, and monitor contract execution to ensure efficiency.
- Monitoring and Evaluation: Prepare and submit reports that capture monitoring and evaluation findings for review and decision-making.
2. Clinical and Audit Functions
- Clinical Audits: Implement clinical audit policies and strategies in line with health standards and regulations.
- Health Needs Assessments: Participate in health needs and risk assessments to inform SHA interventions and technologies.
- Drug and Consumable Inclusion: Assist in the inclusion of drugs and consumables into the SHA positive list, ensuring beneficiaries have access to approved items.
3. Claims Management (Huduma Centers)
For officers posted in Huduma Centers, additional focus will be on:
- Claims Review: Handling and processing claims with precision and fairness to ensure efficiency in service delivery.
- Client Support: Acting as the first point of contact for SHA clients at Huduma Centers, resolving queries promptly.
- Claims Verification: Verifying claims documents and ensuring they meet SHA requirements before approval.
- Fraud Prevention: Identifying irregularities or fraudulent claims and ensuring corrective action is taken.
- Reporting: Documenting and submitting detailed claims management reports to inform organizational decision-making.
