The County Government of Kakamega, through the County Youth Service and Women Empowerment Programme, invites applications from qualified residents to fill 3,000 positions of service men and women. This recruitment drive is anchored in the Constitution of Kenya 2010 (Article 55), the County Governments Act No. 17 of 2012, and the provisions of the Kakamega County Youth and Women Service Act No. 5 of 2019.
The programme was created to empower youth and women by providing structured opportunities for engagement in productive activities that directly improve communities. Through this initiative, successful candidates will take part in essential activities such as road maintenance, bush clearing, sanitation, cleaning of markets, and other public service tasks that promote hygiene, safety, and orderliness across the county.
About the Programme
The County Youth Service and Women Empowerment Programme is designed to achieve two main goals:
- Provide employment and empowerment opportunities to young people and women in Kakamega County.
- Improve the quality of life within the county through essential community services.
Participants will be organized in their local community areas and deployed to carry out various assignments under the supervision of programme coordinators. Beyond short-term engagement, the programme seeks to instill discipline, provide technical and life skills, and prepare recruits for future employment or self-employment.
The programme also includes a training component, where recruits will attend regular sessions at county polytechnics and undergo paramilitary-style orientation to enhance resilience, teamwork, and responsibility.
Positions Available
The County Government is recruiting for the role of:
Service Men and Women – County Youth Service and Women Empowerment Programme (3,000 positions).
Each recruit will form part of a county-wide workforce deployed in specific community areas to provide services that improve public sanitation, security, and infrastructure maintenance.
Responsibilities
Service men and women will report directly to the Programme Director or designated supervisors. Their tasks will include:
- Maintenance of roads within community areas to improve accessibility.
- Clearing of bushes to reduce health risks and improve the environment.
- Cleaning and maintenance of drainage systems to prevent flooding and enhance water management.
- Cleaning of public markets to ensure hygienic trading conditions.
- General office cleaning and support services for county facilities.
- Providing sentry and basic security services when assigned.
- Undertaking any other lawful duties assigned by the Programme Director in line with community service objectives.
These responsibilities are essential in ensuring cleaner, safer, and more organized community spaces throughout Kakamega County.
Entry Requirements
Applicants must meet the following conditions:
- Must hold a valid Kenyan National ID card or passport.
- Must be a resident of Kakamega County within a designated community area.
- Age limits:
- Men: 18–35 years
- Women: 35–55 years
- Must be of sound medical condition and physically fit.
- Must demonstrate ability to perform manual and physically demanding tasks.
- Must pass an aptitude test during the selection process.
- Shortlisted candidates will undergo paramilitary training.
- Applicants must present copies of their national ID card.
- Successful candidates will be required to sign a commitment to attend training in county polytechnics twice per week.
- All applicants must present their original documents for verification upon selection.
Training
Selected candidates will undergo a structured training programme that includes:
- Paramilitary orientation to promote discipline, endurance, and teamwork.
- Technical training in areas such as sanitation, environmental management, construction basics, and safety procedures.
- Life-skills training on teamwork, financial literacy, time management, and community responsibility.
Training sessions at county polytechnics will take place twice weekly and are mandatory for all beneficiaries.
Terms of Engagement
- All beneficiaries will receive a monthly stipend as remuneration for their work.
- Engagement will require dedication to both assigned duties and compulsory training sessions.
- Participants will work under supervision and must adhere to programme regulations and code of conduct.
- The programme is designed to support financial stability while also preparing candidates for long-term employability and entrepreneurship.
