Meru University of Science and Technology seeks to recruit an accomplished academic and administrative leader to serve as the Registrar for Research, Innovation, Commercialization and Extension (RICE). The successful candidate will be responsible for the coordination and advancement of the University’s research and innovation agenda, as well as the promotion of commercialization and extension services that translate academic outputs into societal and economic benefits.
Key Duties and Responsibilities
- Strategic Leadership in Research and Innovation
- Oversee the formulation and implementation of policies, strategies, and frameworks that promote research, innovation, and commercialization in line with the University’s mission.
- Coordinate research activities across departments, ensuring alignment with national and global development priorities.
- Establish and manage partnerships with government agencies, industry, and international institutions to enhance research collaborations and funding opportunities.
- Promotion of Innovation and Commercialization

- Extension and Outreach Services

- Establish mechanisms for monitoring and evaluating the impact of extension activities.
- Administrative and Financial Management
- Oversee the planning and budgeting of research and innovation activities.
- Manage staff performance within the RICE division to ensure efficient delivery of services.
- Provide timely and accurate reports on research outputs, funding utilization, and extension outcomes.
- Capacity Building and Mentorship
- Facilitate training and mentorship programs for faculty and students on research methodology, grant writing, and innovation management.
- Promote a research-driven culture within the University.
- Support academic departments in identifying potential areas of innovation and funding.
- Governance and Compliance
- Ensure adherence to University policies, statutory requirements, and ethical standards in research and innovation activities.

The Legal Officer I will play a critical role in providing legal support, ensuring compliance with statutory requirements, and safeguarding the legal interests of the University in all its operations.
Key Duties and Responsibilities
- Legal Advisory Services
- Provide legal advice and guidance to the University Council, management, and departments on various legal issues affecting the institution.
- Interpret laws, statutes, and regulations to ensure compliance with the Universities Act, Employment Act, and other relevant legal frameworks.
- Draft, review, and vet contracts, memoranda of understanding (MoUs), and other legal documents to protect the interests of the University.
- Litigation Management
- Represent or coordinate the representation of the University in court proceedings and other legal forums.
- Liaise with external counsel on matters requiring litigation and provide guidance on case strategies.
- Prepare legal briefs, pleadings, and statements to facilitate the effective management of ongoing legal cases.
- Compliance and Risk Management
- Monitor and ensure institutional compliance with legal and regulatory obligations.
- Conduct legal audits and risk assessments to identify potential areas of exposure and recommend appropriate mitigation measures.

- Contract and Document Management
- Maintain an updated database of all contracts and agreements entered into by the University.

- Disciplinary and Labour Relations Support
- Advise the Human Resource Department and University management on matters of employee discipline and labour disputes.

- Ensure that disciplinary procedures adhere to due process and the provisions of employment law.
- Policy Development and Legal Education
- Participate in the drafting and review of University statutes, rules, and regulations.
- Facilitate sensitization and training sessions on legal compliance, ethics, and governance.
- Provide continuous updates to management on emerging legal issues and legislative changes affecting higher education institutions.
- Institutional Governance Support
- Support the University Council and management committees in matters requiring legal interpretation.
- Ensure compliance with statutory reporting requirements and contribute to the formulation of governance policies.
- Offer legal opinions during the negotiation and signing of institutional partnerships and collaborations.
