The positions are open to professionals with proven experience in sectors such as Health (HIV/AIDS, Tuberculosis, Malaria), Nutrition, Trade, Agriculture, Energy, Water, Sanitation, and Hygiene (WASH), and Monitoring, Evaluation, Research, and Learning (MERL).

This consultancy opportunity offers individuals the chance to contribute to transformative projects across Africa, working closely with Deloitte teams, international partners, and major donor agencies. The consultancy roles are project-based, with the duration and level of effort determined by the specific project scope and timelines.


Overview of the Role

The Subject Matter Expert (SME) Consultants will play a crucial role in various phases of Deloitte’s engagements, including business development, project design, implementation, and evaluation. They will be involved in strategic planning, technical solution development, and quality assurance to ensure delivery of high-impact, evidence-based interventions. The SMEs will also contribute to positioning Deloitte as a leader in development solutions across Africa through their technical depth and sectoral expertise.


Key Responsibilities

The responsibilities of the Subject Matter Expert (SME) Consultants will encompass three core areas:

1. Technical Analysis and Solution Development

  • Provide expert input in designing technical approaches, methodologies, and frameworks for proposals and ongoing projects.
  • Conduct in-depth sectoral analysis to inform evidence-based strategies and solutions.
  • Develop and refine technical models, tools, and processes that enhance project performance and effectiveness.
  • Identify emerging trends, innovations, and best practices in their respective fields and integrate these insights into Deloitte’s project solutions.
  • Support the preparation of technical proposals, concept notes, and strategic documents in response to donor solicitations.

2. Expert Review and Quality Assurance

  • Conduct technical reviews of project deliverables, ensuring they align with global standards, donor expectations, and Deloitte’s quality benchmarks.
  • Offer constructive feedback to project teams to improve deliverable quality and technical soundness.
  • Participate in peer review processes, validation workshops, and internal quality assessments.
  • Support the monitoring and evaluation of project outcomes, including providing technical oversight on data quality, performance indicators, and results frameworks.
  • Ensure that project outputs reflect innovation, accuracy, and measurable impact.

3. Collaboration and Communication

  • Work collaboratively with Deloitte teams, client representatives, and partner organizations to co-create impactful and context-specific interventions.
  • Contribute to stakeholder engagement processes by providing technical insights during meetings, workshops, and consultations.
  • Build strategic partnerships with local, regional, and international institutions to enhance the effectiveness and scalability of project outcomes.
  • Communicate complex technical concepts clearly and persuasively to both technical and non-technical audiences.
  • Mentor and guide project staff and counterparts in technical design and implementation methodologies.

The consultancy seeks experts in the following technical sectors. Each area represents a strategic domain where Deloitte aims to deepen its capacity and expand its impact.

Health (HIV/AIDS, Tuberculosis, Malaria)

SMEs in the health sector will provide high-level technical guidance on health systems strengthening, disease prevention, and treatment programs. Responsibilities will include:

  • Designing and evaluating public health programs addressing communicable diseases and emerging health threats.
  • Supporting donor-funded initiatives aimed at improving access to healthcare services and essential medicines.
  • Advising on integration of digital health technologies and innovative delivery models.
  • Strengthening community health systems and ensuring alignment with national health policies.

Nutrition

Nutrition experts will provide technical leadership in improving food security and dietary outcomes across different populations. Duties will include:

  • Designing and implementing nutrition-sensitive and nutrition-specific interventions.
  • Conducting nutritional assessments and recommending evidence-based interventions.
  • Integrating nutrition considerations into agriculture, health, and education programs.
  • Supporting the monitoring of nutritional indicators and promoting community-level capacity building.

Trade

SMEs in trade will guide the development and execution of strategies that promote economic growth and regional integration. Responsibilities will include:

  • Advising on trade policy formulation, regulatory harmonization, and market access strategies.
  • Supporting trade facilitation initiatives to enhance cross-border commerce.
  • Conducting market analysis and providing technical input on trade competitiveness.
  • Promoting sustainable and inclusive trade practices that support local industries.

Agriculture

Agriculture experts will contribute to the design and implementation of programs that drive productivity, sustainability, and value chain development. Their responsibilities will include:

  • Advising on climate-smart agriculture and agribusiness development strategies.
  • Strengthening farmer organizations, cooperatives, and producer networks.
  • Promoting agricultural financing mechanisms and private-sector partnerships.
  • Supporting agricultural policy formulation and implementation aligned with donor priorities.

Energy

Experts in energy will provide technical insights into renewable and sustainable energy solutions that foster inclusive growth. Duties will include:

  • Designing and implementing clean energy programs, including solar, wind, and bioenergy projects.
  • Advising on policy reforms and institutional frameworks to enhance energy access.
  • Supporting feasibility assessments, investment strategies, and sustainability models.

Water, Sanitation, and Hygiene (WASH)

WASH SMEs will focus on designing and implementing programs that ensure equitable access to clean water and improved sanitation. Their key tasks will include:

  • Advising on infrastructure development, water resource management, and community-level sanitation programs.
  • Conducting assessments to inform the design of resilient and sustainable WASH systems.

Monitoring, Evaluation, Research, and Learning (MERL)

Experts in MERL will ensure that programs are guided by strong evidence and measurable outcomes. Responsibilities will include:

  • Developing data collection tools, methodologies, and reporting systems.
  • Conducting evaluations and learning studies to inform program improvement.

The Subject Matter Experts are expected to:

Nature of Engagement

This consultancy is project-based. Each engagement’s duration and intensity will depend on the specific project scope and timelines. Consultants may be engaged at various stages of Deloitte’s work—from early proposal development to project implementation and evaluation.
