The Agricultural Development Corporation (ADC), a State Corporation under the Ministry of Agriculture & Livestock Development, is inviting applications from suitably qualified, experienced, and result-oriented individuals to fill several key leadership positions within its establishment. These positions are offered on contract terms and present an opportunity to serve in a dynamic public sector environment that contributes to the growth and sustainability of Kenya’s agricultural sector.

ADC plays a central role in the country’s agricultural development by undertaking commercial farming, producing and distributing high-quality breeding stock, and supporting national food security initiatives. In its continued effort to strengthen financial oversight, governance, and internal operational efficiency, the Corporation seeks to recruit competent individuals for the following positions:


1. GENERAL MANAGER, FINANCE AND ACCOUNTS – ADC GRADE 2

Job Purpose
The General Manager, Finance and Accounts, is responsible for the effective management and oversight of the Corporation’s financial resources. The position provides strategic leadership in budgeting, accounting, and financial management to ensure the prudent utilization of resources and full compliance with relevant laws and regulations. The officer will oversee the preparation of financial statements, reports, and forecasts to support management decision-making and long-term planning.

The role demands a high degree of integrity, accuracy, and attention to detail in developing and maintaining robust financial systems aligned with the Public Financial Management (PFM) Act and the International Public Sector Accounting Standards (IPSAS).

Detailed Job Description
The General Manager, Finance and Accounts, will be expected to:

  1. Formulate, implement, and continuously review financial management policies, systems, and procedures that promote effective internal control and sound financial stewardship within the Corporation.
  2. Oversee the preparation and consolidation of annual budgets in collaboration with all departments, ensuring budgetary allocations align with the Corporation’s strategic objectives.
  3. Monitor budget implementation and ensure adherence to budgetary limits, identifying and addressing variances in expenditure and revenue performance.
  4. Supervise the accurate preparation of financial reports, statements, and accounts in compliance with IPSAS and other applicable accounting standards.
  5. Manage working capital to maintain optimal liquidity, ensuring the Corporation’s ability to meet short-term obligations while supporting long-term investments.
  6. Develop strategies for revenue generation, cost control, and financial sustainability of the Corporation.
  7. Coordinate the external and internal audit processes, ensuring timely responses to audit queries and the implementation of audit recommendations.
  8. Provide technical advice to the Board and senior management on financial planning, investment decisions, and risk management.
  9. Lead the implementation of effective asset management and inventory control systems to safeguard the Corporation’s resources.
  10. Ensure that all financial transactions are accurately recorded, authorized, and supported by proper documentation.
  11. Oversee payroll administration, ensuring accuracy, confidentiality, and compliance with statutory deductions and remittances.
  12. Manage relationships with financial institutions, government agencies, and other stakeholders to enhance financial operations and partnerships.
  13. Supervise, mentor, and evaluate the performance of staff within the Finance and Accounts Department to foster a culture of accountability and professional excellence.
  14. Ensure timely preparation and submission of financial reports to the National Treasury, the Auditor General, and other relevant authorities as required by law.
  15. Participate in the formulation and implementation of the Corporation’s strategic plan, contributing to the achievement of overall corporate goals.

The position holder will report directly to the Managing Director and will play a central role in promoting fiscal responsibility, transparency, and accountability across all operations of the Agricultural Development Corporation.
