Qualifications, Skills and Experience Required:

For appointment to this grade a candidate must have: – 

  1. Bachelor’s degree in Human Resource Management or equivalent qualification from a recognized institution. 

OR 

  1. Bachelor’s degree in any of the following disciplines: – Social Science, Public Administration, Business Administration, qualifications, or equivalent qualification from a recognized institution plus Higher Diploma in Human Resource from a recognized institution; 
  2. Proficiency in computer applications.

Responsibilities:

This is the entry and training grade for this cadre, an officer at this level will work under the guidance and supervision of a Senior Officer.

 Key Responsibilities 

  1. Drafting and verification of Human Resource correspondence; 
  2. Processing of salaries, allowances, benefits and final dues and payroll administration; 
  3. Collating and analyzing training applications; 
  4. Processing employee recruitment, promotion and exit documents; 
  5. Updating of Staff Medical details, Social Health Insurance Fund (SHIF) and National Social Security Fund (NSSF) records; 
  6. Maintaining complement control; 
  7. Leave administration; 
  8. Updating human resource database; 
  9. Analyzing data on work environment and employee satisfaction surveys. 
  10. Collecting data in relation to HIV/Aids Prevention, gender, disability mainstreaming, Alcohol, Drug and Substance Abuse, WIBA, OSHA; 
  11. Inducting staff and onboarding programmes; 
  12. Undertaking training needs analysis, projections and developing training programmes; 
  13. Developing training materials for in-house courses; 
  14. Administering performance appraisal, collates performance related data, analyzing and preparing related reports; 
  15. Preparing HR budget and procurement plans; and 
  16. Preparing and analyzing HR metrics and related reports. 
  17. implementing human resource management policies, laws, regulations, procedures, and systems;
