Royal Norwegian Embassy in Nairobi Hiring Programme Officer – Development Cooperation (Kenya & Somalia)

The Embassy of Norway in Nairobi represents Norway in Kenya, Somalia and Seychelles, and is the permanent delegation to UNEP and UN-HABITAT.

The Embassy promotes Norwegian policies, interests and values in political and economic relations, development cooperation, in trade and investment promotion and in cultural and information matters. It provides consular services to Norwegian nationals and migration services to non-nationals.

There are 35 staff working at the Embassy of Norway, including the Norwegian Embassy Office in Mogadishu, Somalia.

The Embassy has a permanent vacancy as Programme Officer/Programme Manager in the Embassy’s
development team. The position is available from November 2025. The Embassy supports programmes
in democratization, good governance, economic reforms, stabilization, climate, conflict mitigation and
human rights.

Main duties:

  • Grant management. Follow up and monitoring of ongoing projects, programmes and funds.
    Assessment of funding applications and reports, including budgets, financial and audit reports.
    Preparing decisions and agreements. Commissioning independent reviews. Carry out field
    visits.
  • Represent Norway in meetings with the Kenyan and Somali government, international partners
    and other relevant stakeholders. Reporting on relevant developments connected to thematic
    areas for projects supported by the Embassy.
  • The Embassy has both multilateral and civil society partners.
  • The Head of Mission may decide changes to assigned duties. Restructuring of the work done at
    the foreign service mission may impact the main duties.

Qualifications:

  • Master’s degree in political science/social sciences/economics/development studies is a
    requirement.
  • Experience with grant management is a requirement. Experience from
    development/humanitarian related work from donor and international agencies or NGOs is an
    advantage.
  • Knowledge about the political, security and development context in Somalia is highly desirable.
    Experience working with human rights, gender issues and fragile states is an advantage.
  • Knowledge about multilateral organisations and their role in fragile states is an advantage.
  • Understanding of Norwegian foreign and development policy priorities is an advantage.
  • Excellent command of written and spoken English and reporting skills are required. Working
    proficiency in Norwegian or Somali is an advantage

Employment modalities
The positions are based in Nairobi under a local contract. Remuneration as programme officer. A
professional and conducive working environment will be offered, in addition to good insurance and
pension schemes. The programme officer will be based at the Norwegian Embassy in Nairobi.
