1. Director, Clinical Services (Job Reference: DCS/VERT 2/2025)

Job Purpose
The Director, Clinical Services, will oversee the planning, coordination, and delivery of clinical services across the hospital. This position ensures the implementation of quality standards, clinical governance, and continuous improvement in patient care and outcomes. The role provides strategic direction in the management of all clinical departments, aligning them with the hospital’s mission, vision, and strategic objectives.
Key Duties and Responsibilities
- Provide leadership and strategic direction in clinical care operations across all medical departments.
 - Oversee the formulation, review, and implementation of clinical policies, guidelines, and standard operating procedures to ensure consistent, high-quality healthcare delivery.
 - Coordinate multidisciplinary teams to enhance collaboration and integrated care across different specialties.
 - Manage the hospital’s clinical service budget, ensuring effective utilization of resources and alignment with institutional priorities.
 - Spearhead continuous quality improvement initiatives within the clinical directorate, focusing on patient safety, quality assurance, and clinical audits.
 - Ensure compliance with national healthcare regulations, accreditation standards, and professional ethics.
 - Supervise clinical heads of departments and ensure effective performance management and professional development.
 - Promote research, innovation, and evidence-based practices within the clinical departments.
 - Provide technical advice to hospital management on matters related to clinical operations, patient safety, and medical technology adoption.
 - Facilitate continuous medical education and staff capacity building in collaboration with academic and research partners.
 - Coordinate with the Nursing Services, Medical Education, and Research Directorates to ensure integrated and patient-centered healthcare delivery.
 - Represent the hospital in high-level engagements with regulatory bodies, government agencies, and professional associations on clinical matters.

2. Director, Information and Communication Technology (ICT) (Job Reference: DICT/VERT 3/2025)

Job Purpose
The Director, ICT, will provide strategic leadership and direction in the planning, development, and management of ICT systems and infrastructure at KUTRRH. The position is responsible for formulating and implementing the hospital’s ICT policies, systems, and innovations to support the efficient delivery of healthcare, research, and training services.
Key Duties and Responsibilities
- Develop and implement the hospital’s ICT strategy, policies, and procedures to ensure alignment with its strategic objectives.
 - Oversee the management and maintenance of all ICT infrastructure, including servers, databases, software systems, and communication networks.
 - Ensure the reliability, security, and integrity of data and information systems within the hospital.
 - Lead the development and deployment of integrated hospital management systems to support clinical, administrative, and research functions.
 - Supervise ICT staff and ensure continuous skills development and adherence to best practices in information technology.
 - Manage ICT-related projects from planning to execution, ensuring timely delivery, quality outcomes, and cost efficiency.
 - Facilitate adoption of emerging technologies that enhance healthcare delivery, telemedicine, data analytics, and research collaboration.
 - Coordinate with other directorates to identify ICT solutions that optimize workflow efficiency and enhance service delivery.
 - Develop disaster recovery and business continuity plans to safeguard the hospital’s ICT operations.
 - Ensure compliance with relevant ICT laws, data protection regulations, and cybersecurity standards.
 - Provide strategic advice to hospital management on ICT innovations and digital transformation initiatives.
 - Foster partnerships with technology providers, research institutions, and other stakeholders for ICT advancement.

3. Director, Finance and Planning (Job Reference: DFP/VERT 4/2025)

Job Purpose
The Director, Finance and Planning, will provide leadership in the financial management and planning functions of KUTRRH. The position is responsible for ensuring prudent financial stewardship, effective resource allocation, and alignment of financial planning with the hospital’s strategic objectives. The director will play a central role in financial policy formulation, budget management, and institutional sustainability.
Key Duties and Responsibilities
- Lead the preparation, execution, and management of the hospital’s annual budget in accordance with applicable laws and regulations.
 - Oversee financial planning, analysis, and forecasting to guide the hospital’s strategic and operational decision-making.
 - Manage revenue generation, expenditure control, and financial reporting systems to ensure accountability and transparency.
 - Develop and implement financial policies, systems, and internal controls that promote effective financial management.
 - Coordinate the preparation of financial statements and reports in compliance with public sector accounting standards and regulatory requirements.
 - Oversee the hospital’s procurement planning and ensure effective utilization of financial resources.
 - Provide financial advice to the Chief Executive Officer and the Board on matters of budgeting, investments, and financial performance.
 - Manage relationships with key financial stakeholders, including government agencies, auditors, and financial institutions.
 - Monitor and evaluate the hospital’s financial performance against set targets and recommend improvement measures.
 - Lead the development of long-term financial sustainability strategies, including resource mobilization and investment planning.
 - Supervise staff in the Finance and Planning Directorate and ensure their continuous capacity development.
 - Ensure compliance with statutory obligations relating to taxation, budgeting, and financial reporting.
 - Participate in institutional strategic planning processes and provide input on financial feasibility and resource alignment.
 - Drive innovation in financial management systems and promote a culture of accountability and fiscal discipline.
 
This role requires a strategic and analytical professional with a strong understanding of financial management in the public health sector, capable of guiding the hospital toward long-term sustainability and growth.
Terms of Service
The successful candidates for each of the above positions will be appointed on a five (5) year renewable contract, subject to satisfactory performance. These are senior leadership roles, and the incumbents will report directly to the Chief Executive Officer.
