1. Chief Serjeant-at-Arms PSC 15 (National Assembly) – One Vacancy
Job Reference: PSC/NA/02/2025
The Chief Serjeant-at-Arms will be answerable to the Clerk of the National Assembly and will serve as the Head of the Serjeant-at-Arms Directorate. This directorate is responsible for ensuring the safety, order, and ceremonial dignity of the National Assembly, including the Chamber, galleries, and associated precincts. The position encompasses managerial, operational, and financial responsibilities, requiring strong leadership and coordination across multiple functional areas, including security, estate management, liaison, and event operations.
Duties and Responsibilities
The Chief Serjeant-at-Arms will be responsible for the following key duties and responsibilities:
- Directing the usage and protection of the Mace as the official symbol of authority and ensuring the smooth conduct of House business.
- Managing internal and external liaison during ceremonial services to maintain order and protocol.
- Coordinating the swearing-in ceremony of Members of Parliament following a general election or as occasion arises.
- Overseeing the election of the Speaker and Deputy Speaker during the first sitting of the National Assembly.
- Providing overall management of chamber operations, ceremonial activities, and public education duties within the Directorate’s purview.
- Directing and managing international events and colloquiums hosted by Parliament, including those organized under the Commonwealth Parliamentary Association (CPA) and the Inter-Parliamentary Union (IPU).
- Managing the formulation and implementation of safety, security, and risk mitigation policies and procedures within the parliamentary precincts.
- Executing ceremonial and security functions at international conferences and seminars organized by or on behalf of Parliament.
- Conducting institutional risk assessments and implementing appropriate mitigation measures to safeguard people, property, and infrastructure.
- Coordinating the provision of fire safety measures, health protection, and first aid services within Parliament, including the development of emergency preparedness and response policies, and training staff on the same.
- Executing laws, orders, and directives of the House and ensuring full compliance with the Speaker’s instructions.
- Managing the planning and execution of the State of the Nation Address by the President, ensuring proper coordination and protocol.
- Managing the Directorate’s budget and ensuring compliance with the Public Finance Management Act and related financial regulations.
- Supervising the admission of individuals to the Chamber and galleries while upholding security and decorum.
- Ensuring efficient and effective safety arrangements for the Speaker, Members of Parliament, staff, and visitors within the precincts of Parliament, in close liaison with law enforcement agencies.
- Overseeing the safe custody of firearms and any prohibited items brought into Parliament premises.
- Leading the development and implementation of the Directorate’s annual work plans, procurement and disposal plans, and preparation of annual reports.
- Supervising and mentoring staff within the Directorate, ensuring high performance, professionalism, and adherence to institutional standards.
Requirements for Direct Appointment
a) A Master’s degree in Security, Criminology, or a related field from a recognized institution.
b) A minimum of fifteen (15) years of cumulative experience, at least three (3) of which must be in a senior management position within the disciplined services, demonstrating strong military or paramilitary background.
c) Must have served in the disciplined services for not less than twelve (12) years with exemplary service and attained the rank of Major, Senior Assistant Inspector General of Police, or its equivalent.
d) Must be computer literate and able to apply relevant digital tools in management.
e) Must possess a valid certificate of exemplary service.
f) Must be compliant with Chapter Six of the Constitution of Kenya, which relates to leadership and integrity.
This role is critical to the operational integrity of the National Assembly. The ideal candidate should demonstrate exceptional organizational skills, situational awareness, and an ability to lead multidisciplinary teams in a high-pressure environment.
2. Director – Audit, Appropriations and General Purpose Committee Services PSC 15 (National Assembly) – One Vacancy

The position of Director – Audit, Appropriations and General Purpose Committee Services serves as the head of a Directorate within the National Assembly. The holder of this position provides strategic leadership and oversight in the management of legislative and procedural services, committee operations, and the overall facilitation of the constitutional functions of Parliament.
This role requires an individual with a deep understanding of parliamentary practice, governance, and the legislative process. The Director will lead a multidisciplinary team supporting the work of the House, its committees, and related legislative functions to ensure effective oversight, representation, and law-making.
Duties and Responsibilities
The Director’s duties and responsibilities include:
- Facilitating efficient and effective operations of the House leadership, plenary sessions, and committees by ensuring smooth coordination of activities and adherence to procedural standards.
- Supporting Members of Parliament in the execution of their constitutional roles of law-making, representation, and oversight through expert advice, research, and administrative assistance.
- Ensuring strict adherence to House Rules and Procedures and advising on their application and interpretation as required.
- Providing impartial, authoritative, and professional services to Members of Parliament, government institutions, and relevant stakeholders, thereby enhancing legislative efficiency.
- Developing and implementing public engagement mechanisms to strengthen transparency, accountability, and accessibility of parliamentary business to the public.
- Controlling and accounting for financial and other assets to ensure efficient use of resources in compliance with statutory and policy frameworks.
- Enhancing transparency in operations and promoting accountability in all functions and decisions undertaken by the Directorate.
- Building collaborative relationships with external stakeholders to support effective parliamentary processes and institutional partnerships.
- Preparing annual work plans, procurement plans, and operational schedules for parliamentary activities and ensuring their timely implementation.
- Implementing performance management systems within the Directorate to promote a results-oriented work culture.
- Building and maintaining cohesive and high-performing teams that align with the strategic goals of the National Assembly.
Requirements for Appointment
For direct appointment to this position, a candidate must possess the following qualifications and experience:
i) A Master’s degree from a recognized university.
ii) A Bachelor’s degree in Social Sciences or a relevant discipline from a recognized university.
iii) A minimum of fifteen (15) years of relevant work experience in public or parliamentary affairs, three (3) of which must be at the position of Deputy Director or a comparable level in public service.
iv) At least five (5) years of proven experience in a senior management or leadership position.
v) A certificate in Strategic Leadership Development (SLDP) offered by the Kenya School of Government (KSG) or an equivalent institution.
vi) Demonstrated in-depth knowledge and experience in parliamentary procedure, practices, and operations.
vii) Knowledge of the Standing Orders and their application in parliamentary work.
viii) Demonstrated leadership, communication, organizational, negotiation, and problem-solving skills.
ix) Proven managerial and administrative competence in institutional settings.
x) Knowledge and understanding of the Constitution of Kenya, the Public Finance Management Act, the Public Procurement and Asset Disposal Act, the Public Officer Ethics Act, and other applicable laws.
xi) Compliance with Chapter Six of the Constitution of Kenya.
