Position One: Senior Economic, Social and Cultural Rights (ECOSOC) Officer

Job Purpose

The Senior Economic, Social and Cultural Rights Officer is responsible for coordinating and implementing programs, projects and activities that advance the realization of Economic, Social and Cultural Rights (ECOSOC) across Kenya. This position plays a crucial role in ensuring that the Commission’s strategic objectives relating to ECOSOC are met, through research, monitoring, partnership development, advisory services and capacity-building initiatives. The officer is expected to contribute toward strengthening national mechanisms, improving institutional practices, elevating the quality of investigations and reporting, and enhancing the visibility and influence of ECOSOC interventions both nationally and internationally.

Operational Responsibilities

The role carries diverse and detailed functions aimed at supporting the Commission’s mandate and strengthening protection and promotion of ECOSOC rights.

Facilitating establishment and management of partnerships
The officer will lead efforts to establish, develop and maintain meaningful partnerships with relevant human rights actors. These include state institutions, civil society organizations, development partners, regional and international bodies and grassroots networks. Partnerships play a strategic role in amplifying impact, enabling information sharing, promoting joint action and increasing visibility of ECOSOC concerns. Ensuring enhanced collaboration improves the Commission’s outreach and strengthens relationships with institutions that complement the Commission’s work.

Implementation of policies and frameworks
The role requires effective implementation of the Commission’s approved policies, frameworks, procedures, standards, strategies, guidelines and programs relating to ECOSOC rights. Compliance with these instruments ensures consistency, enhances accountability and supports harmonization of human rights practices. The officer will support the alignment of programmatic interventions with institutional priorities and legal provisions guiding ECOSOC rights.

Development and design of data collection tools
The officer will engage in creating and refining data collection tools and instruments that support accurate, evidence-based assessments of ECOSOC rights enjoyment in Kenya. These tools guide the process of gathering information from communities, institutions, service delivery points and other relevant environments. Accurate data is important in shaping policy advisories, identifying trends, and informing regional and international reporting processes.

Research on emerging human rights issues
The officer will conduct in-depth research on topical and emerging issues relating to ECOSOC. This includes collecting, analyzing and disseminating findings through established channels. Research outputs feed into national policy processes, inform advocacy strategies, shape stakeholder engagements and contribute to the Commission’s thought leadership role in ECOSOC matters.

Preparation of periodic reports
The officer will prepare periodic human rights reports and other publications. This includes drafting analyses, compiling updates, preparing advisory statements and generating content for use in national, regional and international forums. The role also involves contributing to the Commission’s participation in regional and global human rights mechanisms and National Human Rights Institutions networks.

Monitoring, investigations and reporting
Monitoring and investigative functions form a core component of the role. The officer will monitor the status of ECOSOC rights, conduct field visits, evaluate compliance with human rights standards, document violations and compile detailed reports. These reports support accountability processes and inform recommendations for remedial action.

Mentoring and coaching
The officer will mentor and coach ECOSOC officers, interns and attaches. This includes guiding them on research methodologies, investigative approaches, report writing, stakeholder engagement and field operations. The aim is to strengthen institutional capacity and support professional development within the division.

Work planning, budgeting and reporting
The officer will prepare work plans, budget estimates and reports for programmatic activities. This ensures prudent use of resources, alignment with the strategic plan, and timely delivery of outputs.

Skills, Experience and Minimum Qualifications
The job requires three years of service in a comparable position from a reputable organization, a Bachelor’s Degree in Law, International Relations and Diplomacy, Social Sciences or related field, experience in human rights matters, and knowledge of national, regional and international human rights mechanisms. Data collection and analysis capabilities, strong IT proficiency and compliance with Chapter Six of the Constitution are also required.
