The Kenya National Highways Authority (KeNHA) is a State Corporation established under the Kenya Roads Act, 2007 and operating under the Ministry of Roads and Transport. The Authority is mandated to manage, develop, rehabilitate, and maintain national trunk roads across the Republic of Kenya. Position One: Director General – Grade 1

Job Purpose

The Director General is the Chief Executive Officer of the Kenya National Highways Authority and is responsible for providing overall strategic leadership, policy direction, and management of the Authority. The role involves translating the Authority’s mandate into actionable strategies, ensuring effective implementation of national road development programs, and overseeing the efficient use of public resources in accordance with applicable laws, regulations, and government policies.

Key Duties and Responsibilities

The Director General is responsible for providing strategic leadership and direction to the Authority in line with its mandate under the Kenya Roads Act, 2007 and other relevant legal and policy frameworks. This includes developing, implementing, and reviewing the Authority’s strategic plans, corporate objectives, and performance targets to ensure alignment with national development priorities.

The role entails overseeing the planning, development, rehabilitation, and maintenance of national trunk roads to ensure quality, safety, efficiency, and sustainability. The Director General is expected to ensure that road infrastructure projects are delivered within approved timelines, budgets, and technical specifications, while adhering to environmental, social, and safety standards.

The Director General provides overall leadership in financial management, including budgeting, resource mobilization, expenditure control, and financial reporting. This responsibility includes ensuring prudent use of public funds, compliance with public finance management laws, and maintenance of robust internal control systems.

Another core responsibility is stakeholder engagement and coordination. The Director General works closely with the Board of Directors to implement Board decisions, provide timely and accurate information for decision-making, and ensure compliance with statutory and regulatory requirements. The role requires promoting ethical conduct, transparency, and accountability across all levels of the organization.

Human resource leadership is a key aspect of the position. The Director General is responsible for providing leadership to senior management and staff, fostering a performance-oriented culture, and ensuring that the Authority attracts, develops, and retains competent human capital. This includes overseeing organizational structure, staff performance management, and capacity-building initiatives.

The Director General is also responsible for risk management and institutional sustainability. This includes identifying strategic and operational risks, implementing mitigation measures, and ensuring business continuity. The role further entails monitoring and evaluating the Authority’s performance and reporting to the Board and relevant oversight bodies.

Position Two: Deputy Director, Legal and Board Services – Grade 3

Job Purpose

The Deputy Director, Legal and Board Services is responsible for providing legal advisory services, overseeing corporate governance processes, and coordinating Board and committee affairs within the Authority. The position supports the Director General and the Board by ensuring that the Authority’s operations, decisions, and contracts comply with applicable laws, regulations, and governance standards.

Key Duties and Responsibilities

The Deputy Director is responsible for providing legal advice and guidance to the Board of Directors, management, and staff on matters affecting the Authority. This includes interpreting and advising on statutory requirements, regulatory obligations, contractual matters, and policy issues relevant to the Authority’s mandate and operations.

The role involves overseeing the preparation, review, and management of legal documents, including contracts, agreements, memoranda of understanding, and other instruments entered into by the Authority. This responsibility includes ensuring that contractual arrangements adequately protect the Authority’s interests and comply with applicable laws and procurement regulations.

The Deputy Director is also responsible for managing litigation and dispute resolution involving the Authority. This includes coordinating with external legal counsel, preparing legal briefs, monitoring ongoing cases, and advising management on legal risks and mitigation strategies.

A significant component of the role is the coordination of Board and committee services. The Deputy Director serves as a key link between the Board and management, ensuring effective communication, timely preparation and circulation of Board papers, accurate recording of minutes, and follow-up on Board resolutions.

The position entails advising the Board and management on matters of corporate governance, ethics, and compliance. This includes supporting the development and implementation of governance policies, codes of conduct, and compliance frameworks in line with best practices and statutory requirements.

The Deputy Director is also responsible for overseeing the custody and management of the Authority’s legal records and statutory documents. This includes ensuring proper filing, safe custody, and timely submission of statutory returns and disclosures to relevant authorities.

In addition, the role involves supporting risk management initiatives by identifying legal and governance risks and advising on appropriate controls. The Deputy Director contributes to institutional capacity-building by sensitizing staff on legal and compliance issues relevant to their functions.

Position Three: Assistant Director, Land Valuation and Administration – Grade 4

Job Purpose

The Assistant Director, Land Valuation and Administration is responsible for coordinating land-related matters associated with national road development projects. This includes valuation, acquisition, compensation, and administration of land required for road construction, rehabilitation, and maintenance, in compliance with applicable laws and policies.

Key Duties and Responsibilities

The Assistant Director is responsible for planning, coordinating, and overseeing land valuation activities related to the Authority’s projects. This includes ensuring accurate and fair valuation of land and assets affected by road projects, in accordance with statutory requirements and approved valuation standards.

The role involves coordinating land acquisition processes for national road projects. This includes liaising with relevant government agencies, county governments, landowners, and other stakeholders to facilitate timely acquisition of land required for project implementation.

The Assistant Director is responsible for overseeing compensation processes for affected persons and communities. This includes ensuring that compensation is carried out in a transparent, timely, and lawful manner, and that all records related to compensation are properly maintained.

Another key responsibility is land administration and records management. The Assistant Director ensures proper documentation, custody, and updating of land records related to the Authority’s road reserves, acquired land, and other land assets. This includes maintaining accurate databases and supporting audits and inspections.

The role also entails providing technical advice to management and project teams on land-related issues, including encroachments, wayleaves, easements, and resettlement matters. The Assistant Director supports the resolution of land disputes that may arise during project implementation, working in collaboration with legal and other relevant departments.

The Assistant Director contributes to policy development and implementation by providing input on land valuation and administration guidelines, procedures, and best practices. This includes supporting compliance with environmental and social safeguards related to land acquisition and resettlement.

In addition, the role involves monitoring and reporting on land-related risks and challenges affecting project delivery, and recommending appropriate mitigation measures. The Assistant Director is expected to work closely with engineers, planners, legal officers, and other professionals to ensure coordinated and effective management of land issues.

Terms of Service

The positions are offered on Permanent and Pensionable terms or on Contract terms of service of up to five (5) years, subject to legal review and applicable written law. Contract appointments may be renewable based on satisfactory performance and compliance with mandatory retirement age and other statutory requirements.
