The Siaya County Public Service Board, established under the County Governments Act No. 17 of 2012, is mandated to establish and abolish offices in the county public service, appoint persons to hold or act in those offices, and exercise disciplinary control over county public officers. In fulfillment of this constitutional and statutory mandate, and pursuant to the provisions of Section 59 (1) (b) and Section 66 of the County Governments Act No. 17 of 2012, the Board hereby declares vacant positions within the Siaya County Public Service.

1. DIRECTOR INSDUSTRIALIZATION
JOB GROUP: CPSB 03 (R)
No. OF POSTS: 1 POST
TERMS OF SERVICE: 3 Years Contract (Renewable annually based on Performance)
Roles and Responsibilities
- Providing linkages to finance, markets, resource efficiency and cleaner production technology suppliers, Research and Development findings, quality assurance, and intellectual property protection.
- Creating linkage for subcontracting among MSI and Medium and Large Industries
- Identifying potential investors in specific industrial sectors in the County
- Disseminating industrial information to stakeholders.
- Identifying and Documenting indigenous technologies and entrepreneurs.
- Undertaking monitoring and evaluation on the implementation of Industrial projects/ programmes.
- Undertaking benchmarking surveys and supporting the rehabilitation of industries; identifying, promoting and creating awareness on market opportunities for county products.
- Creating awareness on counterfeit goods in liaison with Anti-Counterfeit Agency (ACA), and preparing industrial performance reports to enhance productivity.
Requirements for Appointment
- Served for a cumulative period of five (5) years, there (3) years of which should have been in the grade of Senior Assistant Director of Industries, Job Group Q and above or in a relevant and comparable position in the public service or private sector.
- A Bachelor’s degree in a relevant field from a a university recognized in Kenya and.
- A Master’s Degree in from a relevant field recognized in Kenya
- A certificate in any of the following fields: project Planning, Project Appraisal, Project Monitoring and Evaluation, Entrepreneurship, Public Policy Analysis, Small, Enterprises Policy and Promotion, Environmental Impact Assessment and Auditing, Environmental Management or Business Development services from an recognized institution recognized in Kenya.
- Strategic Leadership Development Course lasting not less than 4 weeks or its equivalence from an institution recognized in Kenya.
- Demonstrated professional competence, managerial and administrative capability in work performance and results; and
- Thorough knowledge of the county’s economic development strategies, policies and programmes.
2.DEPUTY DIRECTOR ENTREPRISE
JOB GROUP: CPSB 04 (Q)
No. OF POSTS: 1 POST
TERMS OF SERVICE: 3 Years Contract (Renewable annually based on Perfomance)
Roles and Responsibilities
- Guiding and supervising the implementation of government policies, strategies and programmes on domestic trade and investment
- Co-ordinating, planning and administration of trade and investment
- Coordinating, planning and administration of trade and investment functions of the County
- Providing consultancy and technical guidance on trade issues, managing business information in the County
- Overseeing the development of wholesale hubs wholesale markets and tier 1 retail markets in the distribution value chain facilitating the settlement of trade disputes
- Addressing public complaint/customer care issues and
- Organizing and participating in interactive trade fora.
- Coordinate the preparation of County work plans, setting of performance targets and budget estimates and guiding and supervising staff in the County
Requirements for Appointment
- Must have five (5) years demonstrable and proven experience, three (3) of which must have been at Job Group CPSB 05/P or its equivalent from the public sector
- Bachelor’s degree in any from the following disciplines: Commerce Marketing, Business Administration, Business, Management Entrepreneurship, International Trade/Business/Relations or its equivalent from a recognized institution
- Master degree in any of the following disciplines: Commerce Marketing, Business Administration, Business, Management Entrepreneurship,International Trade/Business/Relations or its equivalent from a recognized institution will be an added advantage
- Be a member of any of the following professional bodies in good standing; Kenya Investments Authority, Export Processing Zone Authority, Special Economic Zones Authority, Warehouse Receipt Systems Council, Kenya Bureau of standards, Kenya National Accreditation Services, Kenya Industrial Property Institute, Scrap Metal Council or Anti-Counterfeit Authority of Kenya
- Certificate in strategic Leadership Development Programme lasting not less than six(6)weeks from a recognized institution
- Certificate in Computer application from are recognized institution
- Demonstrated Professional and competencies and outstanding administrative and managerial capability in trade development services
