The Siaya County Public Service Board, established under the County Governments Act No. 17 of 2012, is mandated to establish and abolish offices in the county public service, appoint persons to hold or act in those offices, and exercise disciplinary control over county public officers. 1. DIRECTOR PERFOMANCE MANAGEMENT AND PRODUCTIVITY

Duties and Responsibilities
This position is responsible for providing strategic leadership in the development and implementation of the County strategy on performance and productivity to promote a culture of excellence and citizen-focused service in the county public sector.
- Provide leadership in the development, review and implementation of a robust framework and guidelines for recognizing performance and productivity in the County Public sector;
- Spearhead the identification of sector-specific indices and parameters for tracking and rewarding performance and productivity in the County public sector in liaison with stakeholders;
- Coordinate the development, review and implementation of strategies, policies, procedures and manuals on productivity and performance;
- Spearhead the review of performance and productivity rewards and incentives proposals from public sector organizations and advice the County appropriately;
- Review existing Government policies impacting on performance and productivity to advice the County on best practice;
- Provide leadership in shifting existing paradigms and status quo-culture in the County public sector to consistent excellence in service delivery;
- Collaborate with stakeholders to influence the leadership in County public sector organisations to make the leap into sustainable performance and productivity initiatives within the rapidly changing county public service landscape;
- Advise the County on strategies for improving performance and productivity management in the County public service by recommending progressive, precision-targeted activities needed to attract, retain and empower employees;
- Guide and ensure compliance on all statutory requirements, Government Circulars and County policies relating to performance and productivity;
- Provide oversight to ensure recommendations on performance and productivity for the county public sector are implemented by stakeholders;
- Spearhead benchmarking on performance and productivity frameworks across regional and international contexts that aim at adoption of best practice;

2. DIRECTOR RESOURCE MOBILZATION
JOB GROUP: CPSB 03 (R)

Duties and Responsibilities
- Development and implementation of external resources mobilization policies;
- Reviewing MOUs, financing and agreements for both loans, grants and foundations, etc., finding a match with partners who’s philanthropic or funding criteria match the County’s, or its partners vision and activities;
- Facilitate and monitor implementation of donor funded projects; facilitating fulfillment of conditions precedent;
- Liaison with other counties and undertake research on external resources mobilization to inform policy development.
- Mobilization of the External Resources from various Development Partners who include Multilateral, Bilateral Donors and other Foundations;
- Negotiations with Development Partners to avail External Resources to the Line Ministries where he is a member of the County Delegation or the Leader of the County Delegation;
- Educate and update investors about the economic performance of the County government;
- Develop and execute the global investor relations programme that accurately reflects the County government investment climate;
- Lead the development of strategy, operating plans, budget, and execution of the investor relations programme that may include among others; facilitating two-way communication channels with investors;
- Approaching and raising funds from trusts, partners/donors, Banks and foundations within Kenya and abroad;
- Facilitating co-financing opportunities for partner organizations;
- Developing and coordinating a web-based fundraising initiative, if needed;
- Organizing events for partnership building between implementers and potential partners;
- Ensuring all partners receive appropriate and timely reports and updates.

Requirements for Appointment
- Served for a minimum period of five (5) years, three (3) of which should have been in the grade of Assistant Director and above or in a comparable position in the wider public service;

3. DIRECTOR PUBLIC COMMUNICATION, CIVIC EDUCATION AND PETITIONS

Duties and Responsibilities
- Formulating, interpreting and implementing County Government Public Communications policies, strategies and programmes;
- Coordinating and management of content development;
- Coordinating and managing public participation/engagement;
- Developing and nurturing relations with diverse publics;
- Ensuring compliance with the National Communications Strategy and the Government advertising plan;
- Assisting in developing Public Communications/Media legal framework;
- Undertaking advocacy;
- Developing strategies for implementing Public Communications research;
- Overall management of Public Communication services locally and internationally;

5. DEPUTY DIRECTOR HUMAN RESOURCE MANAGEMENT

TERMS OF SERVICE: 3 Years Contract (Renewable annually based on Performance)
Requirements for Appointment:
- Bachelor’s Degree in any of the following fields: Human Resource Management, Human Resource Development, Human Resource Planning, Business Administration, or any other relevant Social Science from a recognized institution;
- Higher Diploma/Postgraduate Diploma in any of the following fields: – Human Resource Management, Human Resource Development, Industrial Relations, Labor relations or its equivalent from a recognized institution;
- Master’s Degree in a relevant field will be an added advantage;
- Knowledge and work experience of not less than Seven (7) years, three (3) of which must have been at Senior Management level in the Public Service or Private Sector
- Management and leadership courses from a recognized institution
- Member of the Institute of Human Resource Management (IHRM-K) in good standing
- Valid Practicing Licence from the Institute of Human Resource Management (IHRM-K)
Duties and Responsibilities: –
- Develop, review, interpret and implement policies, rules, regulations, procedures, labour laws and strategies on human resource management.
- Ensure smooth operations of the County Human Resource functions;
- Manage human resource services to ensure that secretariat staff are properly facilitated with a view to maintaining high motivation for effective performance and high productivity;
- Develop, coordinate and implement performance management systems, performance appraisal systems, rewards and sanctions framework in the department;
- Monitor and Implement the County Public Service Board’s delegated powers and overseeing follow up of implementation of the Board’s decisions;
- Conduct research on Human Resource Development best practices to inform the County policy direction;
- Develop and implement the Department’s annual work plans, budgets, performance contract targets and staff performance appraisal;
- Participate in determination of optimal staffing levels, utilization of human resource, coordinate staff audits, identify gaps, succession planning and implementation of staff;
- Establish records management systems and organize the transfer of all human resource records whenever necessary;
- Liaise with the Director HRM on Human Resource management matters that require attention of the Board;
- Coordinate the capacity building for the County staff;
- Ensure compliance with the values and principles outlined in articles 10 and 232 of the Constitution of Kenya; and
- Plan, monitor and evaluate performance of staff against the set targets.
