Terms and Conditions of Service
The positions of Chairperson and Members of the Kwale County Public Service Board are offered on a contractual basis. The specific terms and conditions applicable to both positions are as follows:
Terms of Service
The successful candidates shall be appointed on a six (6) year non-renewable contract. The contract period is fixed and shall not be extended beyond the stipulated duration.
Salary and Benefits
The remuneration for both the Chairperson and Members of the Kwale County Public Service Board shall be as determined and set out by the Salaries and Remuneration Commission (SRC). Any applicable allowances and benefits shall be payable in accordance with the relevant government regulations and SRC guidelines in force during the tenure of service.
Nature of Appointment

Position One: Chairperson of the Kwale County Public Service Board

The Chairperson of the Kwale County Public Service Board is the head of the Board and is responsible for providing overall leadership, strategic direction, and coordination of the Board’s activities. The Chairperson presides over Board meetings, ensures effective decision-making, and represents the Board in official engagements as required. The position requires an individual with demonstrated leadership capacity, professional integrity, and a strong understanding of governance and public administration.
The Chairperson is expected to guide the Board in the execution of its constitutional and statutory mandate, while ensuring compliance with relevant laws, policies, and regulations. The role is critical in promoting transparency, accountability, and professionalism within the county public service.
Key Duties and Responsibilities
The Chairperson of the Kwale County Public Service Board shall be responsible for the following duties and functions:
- Providing leadership and strategic direction to the Board in the execution of its mandate under the Constitution and the County Governments Act.
- Presiding over all meetings of the Board and ensuring that meetings are conducted in an orderly, transparent, and effective manner.
- Guiding the Board in the formulation, implementation, and review of human resource policies and procedures for the county public service.
- Ensuring that the Board discharges its functions fairly, objectively, and in accordance with the principles of merit, equity, and inclusivity.

Appointment Requirements for the Chairperson
In accordance with Section 58(3) of the County Governments Act, an individual seeking appointment as Chairperson of the Kwale County Public Service Board must meet the following requirements:
- The individual must satisfy the provisions of Chapter Six of the Constitution of Kenya, 2010, on leadership and integrity.
- The individual must not be a state or public officer at the time of appointment.
- The individual must not have, at any time within the preceding five years, held office or stood for election as a Member of Parliament or a Member of a County Assembly, or as a member of the governing body of a political party.
- The individual must not be, and must not have been, a candidate for election as a Member of Parliament or a Member of a County Assembly.
- The individual must not be, and must not have been, the holder of an office in any political organization that sponsors or supports, or has sponsored or supported, a candidate for election as a Member of Parliament or a Member of a County Assembly.
- The individual must possess a minimum qualification of a bachelor’s degree from a recognized university.
- The individual must have working experience of not less than ten years.
- The individual must be a professional and must demonstrate the absence of any breach of the relevant professional code of conduct.
Position Two: Members of the Kwale County Public Service Board
Job Summary
Members of the Kwale County Public Service Board serve as part of the collective body responsible for overseeing and guiding the management of the county public service. Working under the leadership of the Chairperson, Board Members contribute to deliberations, decision-making, and policy direction on matters relating to human resource management and public service governance.
The role requires individuals who are capable of exercising independent judgment, contributing constructively to Board discussions, and upholding the principles of fairness, accountability, and professionalism. Members are expected to bring diverse perspectives and expertise to the Board while acting in the best interests of the county public service and the residents of Kwale County.
Key Duties and Responsibilities
Members of the Kwale County Public Service Board shall be responsible for the following duties and functions:
- Participating in Board meetings and contributing to informed, objective, and lawful decision-making.
- Assisting in the formulation, review, and implementation of policies and strategies relating to county public service human resource management.
- Participating in the establishment and review of organizational structures and staffing requirements for the county public service.
- Contributing to decisions on recruitment, appointment, promotion, confirmation, and deployment of county public service officers, in accordance with applicable laws and policies.
- Participating in the exercise of disciplinary control over county public service officers, ensuring that due process and fairness are observed.
