The National Syndemic Diseases Control Council (NSDCC) is a State Corporation established under Section 3 of the State Corporations Act, Cap 446, through the National AIDS Control Council Order, 1999, as amended by Legal Notice Number 143 of 2022. The Council is mandated to lead and coordinate multi-sectoral partnerships in the prevention and control of HIV and other syndemic diseases in Kenya.

In line with its mandate to provide policy and strategic direction for mobilizing and coordinating resources toward the prevention and control of syndemic diseases, the Council seeks to recruit competent, experienced, and results-oriented professionals to fill the following positions.

All roles are based in Kenya and may require collaboration with national and county governments, development partners, civil society, and other stakeholders.

Position 1: Chief Executive Officer (REF: NSDCC/01)

The Chief Executive Officer (CEO) is responsible for the overall strategic leadership, direction, and management of the Council. The role provides executive oversight in implementing the Council’s mandate and ensuring effective coordination of multi-sectoral responses to syndemic diseases.

Key Duties and Responsibilities

The CEO will provide leadership in the formulation and implementation of the Council’s strategic plans, policies, and programs in alignment with national development frameworks. The office holder will oversee resource mobilization efforts, ensure prudent financial management, and strengthen institutional capacity to deliver on the Council’s objectives.

The role entails advising the Board on policy and strategic matters, ensuring compliance with relevant legal and regulatory frameworks, and representing the Council in national, regional, and international forums. The CEO will also oversee performance management, promote accountability and transparency, and foster partnerships with stakeholders across sectors.

Position 2: Director, Finance and Grants Management (REF: NSDCC/02)

The Director, Finance and Grants Management, is responsible for providing leadership in financial planning, budgeting, accounting, grants oversight, and financial reporting.

Key Duties and Responsibilities

The position will oversee preparation and implementation of the Council’s annual budgets, financial statements, and management reports. It will ensure compliance with public finance management regulations and donor funding requirements.

The Director will coordinate grants management processes, including disbursement, monitoring, reporting, and compliance. The role includes strengthening internal financial controls, managing audits, and advising management and the Board on financial sustainability and risk management.

Position 3: Deputy Director, Internal Audit (REF: NSDCC/03)

The Deputy Director, Internal Audit, is responsible for overseeing the internal audit function and providing independent assurance on governance, risk management, and internal controls.

Key Duties and Responsibilities

The role includes developing and implementing risk-based audit plans, conducting financial and operational audits, and evaluating compliance with policies and regulations. The Deputy Director will prepare audit reports, recommend corrective actions, and monitor implementation of audit recommendations.

The position supports the Audit Committee of the Board and ensures that audit activities align with professional standards and public sector requirements.

Position 4: Deputy Director, Supply Chain Management (REF: NSDCC/04)

The Deputy Director, Supply Chain Management, oversees procurement, asset management, inventory control, and disposal processes.

Key Duties and Responsibilities

The role involves developing and implementing procurement plans, ensuring compliance with public procurement laws, and managing supplier relationships. The office holder will supervise procurement and disposal processes, ensure value for money, and maintain accurate records of assets and inventories.

The Deputy Director will also support audits, manage risks within supply chain operations, and strengthen systems for efficiency and transparency.

Position 5: Deputy Director, Health Products and Technologies Coordination (REF: NSDCC/05)

This position coordinates policies and programs related to health products and technologies for syndemic disease control.

Key Duties and Responsibilities

The role involves coordinating forecasting, quantification, and distribution of health products. It ensures alignment with national guidelines and collaborates with stakeholders to improve access to essential medicines and technologies.

The Deputy Director will oversee data analysis for supply planning, monitor performance indicators, and support policy formulation related to health products and technologies.

Position 6: Deputy Director, Preventive and Curative Programme (REF: NSDCC/06)

The Deputy Director oversees preventive and curative program strategies related to syndemic diseases.

Key Duties and Responsibilities

The role includes coordinating implementation of prevention and treatment interventions, monitoring program performance, and strengthening service delivery frameworks. The office holder will collaborate with counties and partners to ensure integration of services and adherence to national guidelines.

The position also supports research utilization, data-driven planning, and reporting on program outcomes.

Position 7: Deputy Director, Health Promotion and Capacity Development (REF: NSDCC/07)

This role provides leadership in health promotion, advocacy, and capacity development initiatives.

Key Duties and Responsibilities

The Deputy Director will design and implement communication strategies, oversee stakeholder engagement, and strengthen institutional and community capacity. The role includes coordinating training programs, developing advocacy materials, and monitoring the impact of behavior change interventions.

Position 8: Deputy Director, Administration (REF: NSDCC/08)

The Deputy Director, Administration, oversees human resource management, general administration, facilities, and support services.

Key Duties and Responsibilities

The role involves developing administrative policies, supervising staff welfare initiatives, managing office facilities, and ensuring efficient service delivery. It includes overseeing records management, logistics, and compliance with employment regulations.

Position 9: Principal Programme Officer (Regional Offices) (REF: NSDCC/09)

The Principal Programme Officer coordinates program implementation at regional level.

Key Duties and Responsibilities

The role includes supervising regional program staff, monitoring performance indicators, supporting county-level coordination, and preparing regional reports. The office holder ensures alignment with national strategies and facilitates stakeholder engagement at regional level.

Position 10: Principal Programme Officer, Health Products and Technologies Coordination (REF: NSDCC/10)

This role supports coordination of health products and technologies programs.

Key Duties and Responsibilities

Responsibilities include monitoring stock status, supporting supply planning, preparing technical reports, and liaising with partners to improve access and accountability in health product distribution.

Position 11: Senior Legal Officer (REF: NSDCC/11)

The Senior Legal Officer provides legal advisory services to the Council.

Key Duties and Responsibilities

The role includes drafting and reviewing contracts, advising on compliance with statutory requirements, handling litigation matters, and supporting governance processes. The officer will ensure legal risk mitigation and support policy development.

Position 12: Senior Programme Officer, Health Promotion and Capacity Development Coordination (REF: NSDCC/12)

The role supports coordination of health promotion and capacity development initiatives.

Key Duties and Responsibilities

Responsibilities include supporting implementation of advocacy campaigns, monitoring training programs, preparing reports, and liaising with stakeholders to strengthen community engagement and institutional capacity.

Position 13: Senior Preventive and Curative Programme Officer (REF: NSDCC/13)

The Senior Officer supports preventive and curative program implementation.

Key Duties and Responsibilities

The role involves data analysis, performance monitoring, coordination with service providers, and preparation of technical reports to inform program improvements.

Position 14: Senior Resource Mobilization and Accountability Officer (REF: NSDCC/14)

This position supports resource mobilization and accountability functions.

Key Duties and Responsibilities

Responsibilities include preparing funding proposals, coordinating donor reporting, tracking utilization of funds, and supporting compliance with accountability frameworks.

Position 15: Senior Records Management and Information Officer (REF: NSDCC/15)

The role oversees records management systems and information governance.

Key Duties and Responsibilities

The officer will develop records management policies, supervise documentation processes, ensure data security, and facilitate retrieval of information for operational and audit purposes.

Position 16: Programme Officer, Health Promotion and Capacity Development (REF: NSDCC/16)

The Programme Officer supports health promotion initiatives and capacity-building programs.

Key Duties and Responsibilities

The role includes assisting in planning outreach activities, preparing materials, coordinating training logistics, and compiling program reports.

Position 17: Programme Officer, Resource Mobilization and Accountability (REF: NSDCC/17)

This position supports fundraising and accountability initiatives.

Key Duties and Responsibilities

Responsibilities include assisting in proposal development, tracking grants, preparing financial and narrative reports, and maintaining stakeholder communication.

Position 18: Programme Officer, Grants Management (REF: NSDCC/18)

The role supports administration and monitoring of grants.

Key Duties and Responsibilities

The officer will assist in grant documentation, monitor compliance with funding agreements, prepare progress reports, and maintain grant records.

Position 19: Principal Human Resource Management Assistant (REF: NSDCC/19)

The position supports human resource management functions.

Key Duties and Responsibilities

Responsibilities include maintaining personnel records, assisting in recruitment processes, coordinating training logistics, and supporting payroll and benefits administration.

Position 20: Internal Auditor (REF: NSDCC/20)

The Internal Auditor supports the internal audit function.

Key Duties and Responsibilities

The role includes conducting audits, reviewing financial and operational systems, preparing audit reports, and monitoring corrective actions.

Position 21: Supply Chain Management Officer (Procurement & Disposal) (REF: NSDCC/21)

The Supply Chain Management Officer supports procurement and disposal processes.

Key Duties and Responsibilities

Responsibilities include preparing procurement documentation, evaluating bids, maintaining supplier records, coordinating disposal activities, and ensuring compliance with procurement regulations.
