JOB TITLE: Digital Assistance Services Officer

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The Eastern and Southern Africa Region (ESARO) hosts some of WFP’s largest and most complex operations, spanning emergency response, refugee and displacement contexts, climate‑related shocks, and long‑term resilience and social protection programmes. These operations are often implemented at scale, in low‑connectivity and high‑risk environments, with strong requirements for accountability, data protection, and delivery assurance.

To support effective programme delivery, WFP continues to invest in digital solutions that enable scale, operational agility, and risk‑informed decision‑making. Central to this ecosystem is SCOPE, WFP’s corporate beneficiary and transfer management platform, which supports beneficiary registration, intervention setup, distribution planning, transfer execution, and reporting across all assistance modalities.

Building on SCOPE, WFP is expanding its Digital footprint to strengthen delivery assurance, monitoring, and interoperability with government and partner systems.

Under the supervision of the Regional Business Transformation Officer, the incumbent will support ESARO Country Offices in operationalizing, scaling, and continuously improving SCOPE and DAS, including through field‑based support and frequent missions.

Under the overall supervision of the Regional Business Transformation Officer, the incumbent will support the ESARO Country Offices in collaboration with the Global HQ team in the effective operationalization, scaling, and continuous improvement of SCOPE and related Digital solutions and tools. The role involves translating operational and programmatic requirements into practical digital solutions, supporting the rollout and testing of new functionalities, and ensuring systems respond to evolving country needs while adhering to WFP policies and data responsibility standards.

Frequent field missions to countries implementing SCOPE and Digital solutions are an integral part of the assignment.

ACCOUNTABILITIES/RESPONSIBILITIES:

  • Support coordination and hands‑on operational support efforts for the implementation, scale‑up, and effective use of SCOPE and Digital Assistance Services (DAS), working closely with Country Offices (COs), the Regional Office (RO), and Headquarters (HQ), as required.
  • Support COs in defining operational and programmatic requirements and in the design, planning, budgeting, and deployment of SCOPE/DAS solutions, with a particular focus on cash‑based transfer (CBT) and In-Kind operations.
  • Lead and support programmatic process reviews related to beneficiary management, transfers, and reporting, including mapping end‑to‑end workflows, identifying inefficiencies, risks, and bottlenecks, and documenting improvement opportunities.
  • Assess and translate process review findings into practical digital and operational solutions, including system configuration options, procedural adjustments, or enhancement requests, and support prioritization and solutioning with COs and HQ.
  • Capture, document, and analyze CO business requirements using appropriate artefacts (e.g. process flows, user journeys, data models), identifying existing solutions or formally escalating gaps through established change and enhancement mechanisms.
  • Test and validate SCOPE/DAS functionalities and enhancements against business and process requirements, documenting quality, accuracy, and operational readiness.
  • Consolidate, analyze, and report on regional SCOPE/DAS operational information to inform decision‑making and continuous improvement.
  • Support the resolution of operational issues and contribute to system changes through established technical and governance channels.
  • Deploy to COs, as required, to support process reviews, system testing, roll‑out, stabilization, and operational use of SCOPE/DAS.
  • Support capacity‑building and change‑management efforts linked to process changes and the adoption of SCOPE/DAS, including support to cooperating partners where applicable.
  • Perform other related duties as required

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education: University degree in business management, computer science, telecommunications engineering or social sciences, or relevant degree with relevant work experience.

Experience: At least five years of post-graduate progressively responsible professional experience in humanitarian aid operations and/or business systems analysis, design and development.

Proven experience in client‑facing roles supporting technology implementations or humanitarian/development programme delivery, including collaboration with humanitarian actors and service providers to design and operationalize payment mechanisms, and support capacity building for coordinated assistance delivery in humanitarian contexts.

Knowledge & Skills:

Knowledge of and hands-on experience in cash-based transfers (CBT) and in-kind modality programming in humanitarian contexts; awareness of technologies used in the delivery of cash and vouchers in humanitarian contexts; and training and knowledge of business analysis and project management philosophies and methodologies would be an asset.

Possession of a combination of broad business skills and IT experience including General management skills in business and public sector contexts; Business analysis including creation and review of functional and nonfunctional business requirements for IT solutions.

Ability to operate in distributed / decentralized teams, engage with and support partners; Ability to perform under pressure, to multi-task, to navigate through multiple priorities and conflicting requests; Ability to work independently through appropriate personal initiative and regular follow-ups; Capacity to work in difficult and insecure environments; Highly developed written and oral communication skills with the ability to influence and adapt communication styles to different situations and individuals; Collaborative hands-on team member and relationship-builder with a facilitative nature and strong business partnering skills towards colleagues and stakeholders; Detail-oriented; Ethics & Values; Client Orientation.

Languages: Proficiency in English is required.

Knowledge of another UN official language is desirable
