United States International University-Africa, is a Higher Learning Institution based in Nairobi, Kenya and is the most diverse university in East and Central Africa with about 7,000 students from over 60 nations, and a global network of more than 25,000 alumni. USIU-Africa is the only university in Sub-Saharan Africa whose degree programs are accredited by both the Kenya Government through the Commission for University Education (CUE), and by the American Government through the WASC Senior Colleges and Universities Commission (WSCUC).

Job Purpose:
Reporting to Director Human Resources, the Head of Security is responsible for providing strategic leadership and oversight of all university security operations to ensure a safe, secure, and conducive environment for learning, teaching, research, and administrative functions. The role ensures that security systems, policies, and procedures are effectively designed, implemented, and monitored in compliance with national regulations and university policies.


Key Responsibilities

Asset Protection and Control
• Oversee mechanisms for safeguarding university property, equipment, and facilities.
• Implement systems for monitoring and accountability of institutional assets.

Academic & Professional Qualifications
• Master’s Degree in Security Studies, Criminology, Public Administration, or a related field.
• Bachelor’s Degree in Social Sciences, Criminology, Law, Public Administration, or a related discipline.
• Professional certification or Diploma in Security Management, Disaster Management, or related field.
• Membership in a recognized professional security or risk management body.
• Certificate of Good Conduct.
• Proficiency in computer applications and security management systems.

Experience
• Minimum of six (6) years’ relevant experience in security management, preferably within a large institution or university setting.
• At least three (3) years in a senior investigative or security management role.
• Demonstrated experience in managing security operations, risk assessments, and incident response.

High ethical standards and confidentiality, Accountability and reliability


Security Strategy and Policy Development
• Develop, review, and implement comprehensive university security policies, procedures, and standard operating frameworks aligned with institutional priorities and regulatory requirements.
• Ensure consistent interpretation and application of security policies across all university campuses and facilities.

Campus Safety and Operations Management
• Oversee day-to-day security operations to safeguard students, staff, visitors, and university assets.
• Promote a safe and supportive learning environment through enforcement of institutional security protocols.
• Supervise contracted and in-house security personnel to ensure effective service delivery and coverage.

Risk Management and Incident Response
• Lead proactive risk assessments, threat analysis, and security surveys to identify vulnerabilities and recommend mitigation measures.
• Ensure timely investigation, documentation, and reporting of incidents, including actionable recommendations to management.
• Coordinate emergency preparedness and response initiatives, including disaster management planning.

Stakeholder Engagement and Liaison
• Establish and maintain strategic partnerships with law enforcement agencies, government bodies, and neighboring institutions on security matters.
• Advise university leadership on emerging security risks and trends that may impact institutional operations.

Security Systems and Infrastructure
• Oversee the installation, maintenance, and functionality of security infrastructure, including CCTV systems, alarm systems, access control, perimeter security, and lighting.
• Ensure proper management and control of access systems, including keys and electronic access credentials.

Resource and Budget Management
• Develop and manage the security department budget, ensuring optimal and cost-effective utilization of resources.
• Participate in procurement processes, including evaluation, selection, and performance management of outsourced security service providers.

Governance, Compliance, and Advisory
• Ensure compliance with national security regulations, occupational safety standards, and university policies.
• Provide expert input in disciplinary processes by presenting evidence and supporting investigations where required.
