Our work in Education and Technology aims to strengthen teaching, learning, equity and education systems across Africa by responsibly developing, evaluating, and scaling African-based and led digital innovations in education. TERMS OF REFERENCE – CONSULTANCY TO EVALUATE THE EAST AFRICAN COMMUNITY PANDEMIC PREPAREDNESS PROJECT

The East African Community (EAC) is a regional intergovernmental organization comprising seven Partner States: Burundi, the Democratic Republic of the Congo, Kenya, Rwanda, South Sudan, Uganda, and the United Republic of Tanzania, with its headquarters in Arusha, Tanzania. In collaboration, APHRC and EAC implemented the EAC Pandemic Preparedness and Response Project (2023–2026) to strengthen regional and national capacities for pandemic prevention, preparedness, and response (PPR). The purpose of this consultancy is to conduct an independent End-Term Evaluation (ETE) of the project. The evaluation will assess the extent to which the project has achieved its intended objectives and outcomes, focusing on relevance, effectiveness, efficiency, impact, and sustainability. The evaluation will support evidence-informed decision-making by the EAC Secretariat, Partner States, and development partners, and contribute to strengthening regional resilience to future public health emergencies.Learn More
