The National Infrastructure Fund (NIF), through the National Treasury, has announced senior executive recruitment opportunities for professionals interested in contributing to the development and management of Kenya’s national infrastructure investment institution. The recruitment exercise covers four strategic leadership positions spanning legal affairs, governance and risk management, engineering, investments, finance and institutional operations.
The National Infrastructure Fund is Kenya’s flagship infrastructure investment institution established to mobilise long-term domestic and international capital into commercially viable infrastructure and strategic development projects. Its broader mandate is intended to accelerate national development, deepen Kenya’s capital markets and catalyse private-sector investment.
The current recruitment exercise is particularly focused on establishing the senior leadership capacity required to manage the Fund’s investment activities, infrastructure projects, institutional governance, financial resources, operational systems and associated risks. Successful appointees will therefore occupy positions that are central to the development and operation of the institution.
The four vacancies advertised are Chief Legal & Risk Officer / Corporation Secretary, Chief Engineer, Chief Investment Officer, and Chief Financial & Operating Officer. Each position represents a distinct executive function within the National Infrastructure Fund.
Applications for all four vacancies are scheduled to close on Wednesday, September 9, 2026, at 5:00 p.m.
Below is a detailed overview of the available National Infrastructure Fund jobs and the responsibilities associated with each position.
1. Chief Legal & Risk Officer / Corporation Secretary
Position: Chief Legal & Risk Officer / Corporation Secretary
Organisation: National Infrastructure Fund
Recruiting Institution: The National Treasury
Application Deadline: Wednesday, September 9, 2026 at 5:00 p.m.
Job Purpose
The Chief Legal & Risk Officer / Corporation Secretary will lead the legal, transactional, risk and governance function of Kenya’s National Infrastructure Investment Institution.
The position is designed to provide executive leadership across areas that are fundamental to the Fund’s governance and investment activities. This includes providing legal oversight, supporting transactions, managing institutional and investment-related risks, and ensuring that appropriate corporate governance arrangements are maintained.
Given the nature of the National Infrastructure Fund as an institution responsible for mobilising and deploying capital into infrastructure and strategic development projects, legal and governance considerations form an important component of its activities.
The Chief Legal & Risk Officer / Corporation Secretary will therefore occupy a senior leadership position at the intersection of investment transactions, institutional governance, regulatory requirements and risk management.
Legal Leadership and Advisory
The office will provide leadership for the Fund’s legal function and support the institution in addressing legal matters arising from its mandate and activities.
The position will be expected to provide legal guidance in relation to the Fund’s operations, investment structures, transactions, agreements and institutional arrangements.
The officer will contribute to ensuring that activities undertaken by the institution are appropriately structured and implemented within the applicable legal and regulatory frameworks.
Legal considerations associated with investments and infrastructure transactions may involve multiple parties, contractual relationships, financing arrangements and governance structures. The role therefore provides an important legal oversight function within the institution.
Transactional Legal Support
A major component of the position concerns the Fund’s transactional activities.
Infrastructure investment transactions can involve project companies, investors, lenders, public institutions, private-sector partners and other stakeholders. The legal function will consequently play an important role in supporting the structuring and execution of transactions undertaken by NIF.
The Chief Legal & Risk Officer / Corporation Secretary will provide leadership on legal matters associated with these transactions and help ensure that the institution’s interests are appropriately protected.
The function is also expected to work closely with other senior executives involved in investments, engineering, finance and operations.
Risk Management
The position incorporates responsibility for the Fund’s risk function.
This requires oversight of risk considerations associated with the institution’s activities and ensuring that appropriate frameworks exist for identifying, assessing, monitoring and managing risks.
Risk management is particularly relevant for an infrastructure investment institution because individual projects and transactions may involve financial, operational, legal, contractual, regulatory and institutional exposures.
The Chief Legal & Risk Officer will therefore contribute to the establishment and maintenance of appropriate risk-management arrangements across the organisation.
Corporate Governance and Corporation Secretary Function
The role also incorporates the responsibilities of Corporation Secretary.
In this capacity, the office will support the governance structures of the National Infrastructure Fund and facilitate appropriate corporate governance processes.
The position will have an important role in supporting the Board and ensuring that governance requirements are incorporated into the Fund’s institutional processes.
The Corporation Secretary function provides a link between executive management and the Fund’s governing organs while supporting proper documentation, decision-making and implementation of governance requirements.
Cross-Functional Executive Coordination
The Chief Legal & Risk Officer / Corporation Secretary will operate as part of the senior management structure and is expected to work across multiple functions.
Close coordination may be required with the Chief Investment Officer on transaction-related legal and risk matters, with the Chief Engineer on infrastructure project considerations, and with the Chief Financial & Operating Officer on financial, operational, compliance and governance matters.
The position consequently combines legal expertise, transactional oversight, risk management and institutional governance within one executive leadership function.
2. Chief Engineer
Position: Chief Engineer
Organisation: National Infrastructure Fund
Recruiting Institution: The National Treasury
Application Deadline: Wednesday, September 9, 2026 at 5:00 p.m.
Job Purpose
The National Infrastructure Fund is recruiting a Chief Engineer to provide senior engineering leadership in support of its infrastructure investment mandate.
The Chief Engineer will occupy a central technical position within an institution whose investment activities are focused on infrastructure and strategic development projects.
The role provides the engineering perspective required when infrastructure projects are being assessed, developed, structured, implemented or monitored.
As an investment institution, NIF must consider not only the financial attractiveness of infrastructure opportunities but also their technical feasibility, development requirements, implementation risks and long-term operational considerations. The Chief Engineer function is therefore important in connecting technical infrastructure analysis with the Fund’s broader investment decision-making processes.
Engineering Leadership
The Chief Engineer will provide senior-level engineering input to the National Infrastructure Fund.
This function involves bringing technical considerations into the assessment and management of infrastructure projects considered or supported by the Fund.
Engineering leadership is particularly important because infrastructure investments may involve complex assets and projects requiring detailed consideration of design, construction, implementation, technical performance and operational requirements.
The Chief Engineer will therefore contribute technical perspectives required for informed institutional and investment decisions.
Technical Assessment of Infrastructure Projects
The position will support the assessment of infrastructure opportunities from an engineering and technical perspective.
Projects considered for investment need to be evaluated not only in terms of expected financial returns but also in terms of their practical feasibility and implementation requirements.
The engineering function can therefore contribute to the identification of technical risks, project requirements and potential implementation challenges.
Such assessments provide an important foundation for investment analysis because technical weaknesses or implementation problems can materially affect project costs, schedules, revenues and overall investment performance.
Project Development Support
The Chief Engineer will provide technical leadership relevant to infrastructure project development.
Infrastructure projects frequently move through several stages, including concept development, technical assessment, project preparation, financing, construction and operation.
The engineering function is expected to support the institution in understanding technical requirements as projects progress through these stages.
This work will complement the activities of the investment, finance, legal and risk functions.
Technical Risk Considerations
Infrastructure investment requires careful consideration of technical and project-delivery risks.
The Chief Engineer’s role is expected to provide senior technical insight that assists the Fund in understanding such risks before and during investment.
Technical considerations may influence project costs, construction timelines, operational performance and the overall viability of infrastructure investments.
The engineering function consequently forms an important part of the Fund’s wider approach to project assessment and risk management.
Coordination with Investment and Corporate Functions
The Chief Engineer will work within a multidisciplinary institutional environment.
Infrastructure investment requires collaboration between engineering, investment, finance, legal, risk and governance specialists.
The Chief Engineer’s technical assessments and recommendations can support investment analysis undertaken by the Chief Investment Officer and investment team, while financial implications can be considered alongside the Chief Financial & Operating Officer.
Legal and risk considerations may similarly require coordination with the Chief Legal & Risk Officer / Corporation Secretary.
This integrated approach is intended to ensure that infrastructure projects are assessed from technical, financial, commercial, legal and institutional perspectives.
3. Chief Investment Officer
Position: Chief Investment Officer
Organisation: National Infrastructure Fund
Recruiting Institution: The National Treasury
Application Deadline: Wednesday, September 9, 2026 at 5:00 p.m.
Job Purpose
The Chief Investment Officer will lead the investment function of Kenya’s National Infrastructure Investment Institution.
The position is one of the central executive roles within the National Infrastructure Fund because the institution’s mandate involves mobilising capital and deploying it into commercially viable infrastructure and strategic development projects.
The Chief Investment Officer will provide leadership around the Fund’s investment activities and contribute to the development of the systems and processes through which potential investment opportunities are identified, evaluated, structured and managed.
The role will operate in an environment involving infrastructure assets, investment vehicles, project companies, institutional investors, lenders, public-sector entities and private-sector partners.
Leadership of the Investment Function
The Chief Investment Officer will provide executive leadership for the National Infrastructure Fund’s investment activities.
The investment function is expected to play a major role in translating the institution’s mandate into actual investment opportunities and transactions.
This involves ensuring that investment activities are approached systematically and are aligned with the Fund’s objectives.
The CIO will also work with other senior executives to ensure that investment decisions take into account financial, technical, legal, governance and risk considerations.
Investment Opportunity Assessment
The investment function will have responsibility for evaluating potential infrastructure and strategic development opportunities.
This requires consideration of the commercial and investment characteristics of projects before capital is committed.
Investment analysis is particularly important because infrastructure projects often involve substantial capital commitments and long investment horizons.
The Chief Investment Officer will therefore provide leadership in assessing opportunities and ensuring that proposed investments receive appropriate analysis before progressing through the Fund’s decision-making structures.
Transaction Development and Structuring
Infrastructure investments can involve complex financial and commercial arrangements.
The investment function will play a central role in developing and structuring transactions that support the Fund’s objectives.
This requires close coordination with legal, engineering, financial and risk functions so that transactions can be considered from multiple perspectives.
The Chief Investment Officer will consequently work closely with the Chief Legal & Risk Officer / Corporation Secretary, Chief Engineer and Chief Financial & Operating Officer during the development and implementation of investments.
Investment Portfolio Oversight
The CIO’s responsibilities extend beyond identifying new opportunities. An institutional investment organisation also requires ongoing oversight of investments after capital has been deployed.
Investment performance, commitments, project developments and other relevant factors must be monitored as part of responsible portfolio management.
The investment function will therefore contribute to the ongoing management of NIF’s investment activities and provide information required for institutional decision-making and reporting.
Investor and Capital Mobilisation Context
NIF was established to mobilise long-term domestic and international capital into commercially viable infrastructure and strategic development projects.
The Chief Investment Officer’s function therefore operates within a wider capital-mobilisation environment.
Potential capital providers may include institutional investors and other domestic or international sources of long-term finance.
The investment function must consequently support the development of an institutional investment platform capable of operating within this environment while pursuing infrastructure opportunities consistent with NIF’s mandate.
Collaboration with Finance
The investment and finance functions will have a particularly close working relationship.
The Fund’s financial architecture must accurately reflect investment structures, capital commitments and investment performance.
The Chief Investment Officer will therefore work alongside the Chief Financial & Operating Officer to ensure that financial reporting and institutional systems appropriately support NIF’s investment activities.
This coordination also extends to financing arrangements, project structures, investment vehicles and special purpose vehicles associated with individual transactions.
