The Parliamentary Service Commission invites applications from energetic and results-oriented individuals interested in serving in the following two positions for a term of five years with eligibility for re-appointment for one further term of five years.

2. DIRECTOR, HANSARD AND AUDIO SERVICES PSC 15 (SENATE) – (ONE VACANCY) PSC/SEN/01/2025
Duties and Responsibilities
I. Managerial/Supervisory Responsibilities
a) Overall control and management of the Directorate in the day to day operations to ensure smooth flow of processes
b) Training, coaching and mentoring of staff on day to day basis in order to ensure that staff are well trained and motivated
c) Allocation of duties to staff and supervision of daily activities in order to ensure orderly conduct of business
d) Enforcement of Parliamentary Service Rules and Regulations to ensure discipline is maintained at all times and at all levels
e) Preparation and implementation of the Directorate’s Budget proposals and procurement plans to facilitate smooth service delivery.
f) Preparation and implementation of the Directorate’s Training Plans to build staff
capacity and enhance performance.
g) Preparation and implementation of the Directorates work plans to ensure staff are working towards a balanced portfolio of activities appropriate to their role and the stage of their careers
h) Aligning the Directorate’s goals with the institutional goals and strategic plan to
ensure that organization targets are met within the stipulated timelines
i) Formulating Editorial/Reportorial/Recording policy to guide the Hansard Production Process to ensure consistency and conformity to guidelines or House style.
j) Formulating a Hansard Audio Manual and regularly reviewing the same to ensure that production conforms to acceptable standards and best practices in similar jurisdictions.
k) Supervision of Directorate’s documentation and research functions to ensure research on emerging trends in verbatim reporting.
l) Providing leadership in the Directorate and advising the management on Hansard and Audio matters in order to mainstream the Directorate with the Organization.
m) Carrying out continuous assessment of staff and regular appraisal and use reports of such assessment and appraisal to analyse the officers’ training and promotional needs among others, to motivate staff.
n) Representing the Directorate and institution of Parliament in national and international professional forums.
o) Liaise with the management and other directorates and departments to continually improve the safety and health of staff/guests through fire drills, lecturers, identification and reporting of crime to the appropriate authorities.
p) Liaising with other directorates and departments to facilitate service delivery and availability of Hansard and Audio reports for their consumption.
II. Operational Roles and Responsibilities
g) Oversee preparation of daily schedules of duties for Reporters and Editors to ensure efficient flow of work
h) Liaising with the technical departments to ensure that the recording equipment in the Chamber and Committee Rooms is in sound condition; to allow for accurate and efficient coverage of proceedings
i) Liaising with the audio department to ensure accurate recording of proceedings and segmentation of the same for timely transmission to Hansard Editors and Reporters
j) Supervision of the transcription process to ensure timely and accurate production of work, allocation of finalized transcripts to sub-editors for proof reading to ensure quality control and supervision of the merging and collation of the corrected transcripts in order to produce a first draft for quick reference by internal clients
k) Supervision of circulation of reports to Members for corrections to ensure Members ‘contributions are captured accurately.
l) Development of a document management system to ensure efficient storage, back up, archival, indexing and classification of information and easy retrieval of the same on demand.
m) Carrying out research by consulting appropriate sources in order to keep up with emerging trends in Hansard and Audio production.
n) Participation in administrative committees of Parliament – training committee and service boards of management to mainstream the Directorate within the organization and ensure the interests of staff are catered for.
o) Ensure preparation and submission of minutes, reports and papers to maintain continuous updates of the Plenary, Committee and Audio departments.
p) Coordinate procurement of requisition of consumables for the Directorate to ensure availability of necessary items for smooth flow of operations and ensure proper procurement of operational items and materials for efficiency in delivery of the mandates of the Plenary, Committee and Audio departments.
q) Harness relationships with other technical departments and directorates of ICT, Media, Maintenance, Printing, Library and Library so as to build synergy.
r) Perform any other relevant duties that may be assigned.
III. Key Result Areas:
The job holder’s accountability areas are as follows-
a) Effective operational cost control of the Directorate’s financial resources
b) Successful implementation of quality control standards for services offered by the Directorate.
c) Effective supervision of employees assigned to the Directorate
d) Maximization of productivity in the Directorate
e) Continuous process improvement of services offered by the Directorate
f) Customer satisfaction for the consumers of the services offered by the Directorate
g) Timely provision of input into the preparation of the Directorate’s budget
h) Effective and transparent management of expenditure of the funds of the Directorate.
Requirements for Appointment
For appointment to the grade of Director, a candidate must have-
a) Bachelor of Arts Degree in Linguistics, majoring in English and Kiswahili or a Bachelors Degree in any of the social sciences with a mean grade of C+ in both English and Kiswahili in the Kenya Certificate of Secondary Education Examination or its equivalent qualification from a recognized institution. A Masters Degree in a relevant field from a recognized institution will be an added advantage.
b) A minimum of 18 years’ experience in a relevant field
c) Demonstrate an understanding of parliamentary practices and procedures and the conduct of parliamentary committees.
d) Fulfil the requirements of Chapter Six of the Constitution.
e) Computer literate.
f) Have leadership and supervisory skills
g) Have good communication skills
h) Have knowledge in conflict management and problem solving skills
i) Have team building, negotiation, organizational and sound interpersonal skills
