Regional Child Protection in Emergencies Specialist

Role Overview
The Regional CPIE Specialist will provide leadership in the development and implementation of high-quality Child Protection in Emergencies (CPiE) programs across the RESA region. This role requires a strong strategic approach, technical expertise, and the ability to work collaboratively with country offices, government entities, UN agencies, and partner organizations.
Key Responsibilities
1. Leadership and Influencing (30%)
- Represent Plan International and the CPiE program at relevant clusters, working groups, and global forums.
- Build and maintain relationships with government departments, donors, UN agencies, and NGOs.
- Identify partnership opportunities, including supporting the formation of consortia and engaging in joint advocacy initiatives.
- Strengthen Plan International’s role in gender equality programming in emergencies, particularly with a focus on girls.
- Actively contribute to regional CPiE coordination mechanisms and assume leadership roles in Child Protection Working Groups where required.
- Document program evidence to contribute to global disaster risk management (DRM) advocacy and policy objectives.
2. Impact, Accountability, and Learning (20%)
- Ensure the implementation of quality data collection and information management systems for CPiE analysis, planning, evaluation, and advocacy.
- Support the development of CPiE monitoring and evaluation frameworks across country programs.
- Strengthen cross-country learning through exchange visits, learning platforms, and CPiE knowledge-sharing initiatives.
- Promote organizational learning by collecting and publishing case studies and reports on best practices.
- Provide technical support for CPiE-focused research to enhance evidence-based programming.
3. Strategy and Program Design (30%)
- Work closely with the Regional Program Director, Head of Disaster Risk Management (DRM), and country offices to develop child protection strategies at the regional level.
- Lead CPiE needs assessments in new target areas and define key priorities and resource requirements.
- Assist country offices in formulating CPiE program strategies and plans.
- Support funding efforts for CPiE program scale-up, including proposal development for regional and sub-regional projects.
- Provide strategic guidance in the recruitment of CPiE staff across country programs.
4. Technical Support to Country CPiE Programs (20%)
- Provide ongoing training, coaching, and mentoring to country CPiE teams to ensure quality programming.
- Assist in developing technical expertise in CPiE priority areas, such as Gender-Based Violence (GBV), adolescent programming, child labor, children on the move, and community-based child protection.
- Support the recruitment and professional development of CPiE specialists in country programs.
- Ensure contextual adaptation of global CPiE guidance and tools.
- Facilitate the integration of CPiE interventions into long-term programming for sustainability.
Reporting Structure
This role reports to the Head of Disaster Risk Management, RESA, with technical guidance from the Global CPIE Lead at Plan International’s Global Hub.
