About the Department of Legal Affairs
The Department of Legal Affairs at IOM provides legal guidance to the Director General, the Deputy Directors General, regional and country offices, and other departments. The department ensures that IOM’s operations adhere to international law, IOM’s Constitution, financial and administrative regulations, and internal rules and policies.
The department comprises the Office of the Legal Counsel and three key divisions:
- Contracts Law Division (LEGCR) – focusing on legal agreements and contracts.
- General and Administrative Law Division (LEGGL) – handling employment and administrative law matters.
- Institutional Law and Programme Support Division (LEGPS) – providing strategic legal support to various programs.
- Regional Legal Hubs – assisting in legal matters specific to various global regions.
The Senior Legal Officer will play a key role in supporting legal operations in the Africa/Asia region, ensuring compliance with international and organizational laws.
Key Responsibilities
The Senior Legal Officer will be responsible for providing legal advice, reviewing contracts, and ensuring that IOM’s legal framework is implemented effectively across the region. The role includes:
- Contract Review and Advisory:
- Reviewing contracts and agreements in the region, particularly where additional legal support is required.
- Supporting the resolution of contractual disputes, including terminations, non-performance, or delays in execution.
- Legal Guidance and Compliance:
- Assisting in rolling out the Unified Staff Rules across the region.
- Addressing legal matters related to disciplinary actions and employment policies.
- Reviewing and finalizing Note Verbales for privileges and immunities matters, such as staff arrests and judicial decisions.
- Support for Operations and Emergencies:
- Acting as a legal focal point for Level 3 and other emergency situations.
- Developing and implementing legal templates and agreements for regional partners, such as development banks.
- Capacity Building and Training:
- Conducting training sessions on key legal matters, including contracting, data protection, and privileges and immunities.
- Contributing to the development of Standard Operating Procedures (SOPs) and internal legal instructions.
- Tracking Legal Trends and Outreach:
- Monitoring and analyzing legal service requests within the region to improve service efficiency.
- Conducting outreach activities to identify and recruit diverse legal professionals for the department.
- Other Duties:
- Performing additional legal functions as required to support IOM’s mission.
