ORGANIZATIONAL CONTEXT [to be completed by the recruiter]

This position is based in [duty station] and reports to [xxx].      

THE ROLE: The Aviation Staff deployed to Emergency Response Operations Officer manages most operational aspects of the emergency response. In the performance of his/her function, the Operations Officer: • Reports to the CATO or Head of the Aviation Operation on operational matters. • Liaises with airport and civil aviation authorities, AOC holders, and others as applicable

KEY ACCOUNTABILITIES (not all-inclusive, nor exhaustive):


Provides operational coordination and technical support for air operations, ensuring compliance with WFP standards, including risk management processes, to support safe and effective air operations for humanitarian community.

2) Holds accountability for the safety and security of aviation operations ensuring that all required security measures, systems, and programmes are in place.

3) Liaise with airport officials, other local authorities, and external parties to obtain necessary clearances, documentation and authorisations required for air operations.

4) Carry out pre-flight actions to ensure that all registered passengers and cargo are duly carried on the flight in coordination with crew to ensure safe flights.

5) Ensure maps and GIS applications used for plotting airfields and landing sites and flight planning are up to date.

6) Collate all post-flight documentation to confirm flights have taken place in compliance with established conditions and, occasionally, review and evaluate the performance of air operators.

7) Distribute DFS’s & manifest to all stakeholders, daily.

8) Conduct surveys of airfields and/or helicopter landing sites, using the relevant checklists.

9) Assess available storage capacity and suggest construction of additional rub halls, if required.

10) Facilitate airside access to relevant WFP Aviation & Logistics staff and other stakeholders.

11) Review aircraft parking areas and address identified safety / security hazards.

12) Ensure that all hazards and occurrences reported are systematically followed-up and controlled in a consolidated table.

13) Build relationships with internal counterparts, to support the alignment of aviation activities with wider programmes and ensure a coherent approach to air operations.

14) Update and further develop existing databases and records, ensuring that relevant information is accurate, organised, and available for others to access, and supports reporting requirements.

15) Respond to customer queries, following standard processes and obtaining guidance or escalating as required, to ensure timely resolution of all enquiries with a high standard of client service.

16) Make evidence-based recommendations, and support process reviews and improvements in methods and practices, to maximise the performance of air operations and related activities.

17) Follow standard emergency preparedness practices to support WFP to quickly respond in its core areas at the onset of a crisis.

18) Any other tasks as required by supervisor or driven by evolving operational context.

QUALIFICATIONS AND EXPERIENCE:


Education: Completion of secondary school education. Post-secondary certificate in air traffic control, flight dispatch, aeronautical engineering or related field is essential for Air Operations roles, desirable for Air Movement roles.


Experience: Six or more years of progressively responsible work experience in the relative business stream with experience in general administrative work.


Knowledge and Skills:


• Experience in dispatching flights from uncontrolled airfields.
• Experience in interpreting operational flight plans.
• Experience in fuel planning, fuel management and supervising refuelling operations.
• Experience in airside operations and marshalling procedures.


Language: Fluency in both oral and written communication in the UN language in use at the duty station and in the duty station’s language, if different.
