As part of its Recovery and Resilience initiatives in Kenya, IOM seeks a highly qualified and experienced individual for the position of Consultant – Senior Programme Assistant (Infrastructure).

This role is essential to the successful implementation of IOM’s infrastructure, Water, Sanitation, and Hygiene (WASH), and shelter activities aimed at supporting internally displaced people, refugees, and host communities affected by conflict and disaster. The consultant will work under the overall supervision of the Senior Coordinator – Recovery and Resilience and the direct supervision of the WASH and Infrastructure Coordinator. The role also requires close coordination with the Shelter department and other support units.

Job Description

The Consultant – Senior Programme Assistant (Infrastructure) will play a critical role in the planning, implementation, and monitoring of IOM’s infrastructure, WASH, and shelter activities in Kenya. The successful candidate will provide technical support to the design, implementation, supervision, and evaluation of discrete infrastructure and shelter elements as part of IOM’s integrated recovery and resilience programme. This position requires close collaboration with governmental counterparts, beneficiaries, and other stakeholders to address the immediate and long-term basic service needs of vulnerable communities.

The role also involves supporting the planning and procurement of construction or refurbishment works related to maintaining or expanding IOM office premises and facilities.

Key Responsibilities

  1. Liaison and Coordination
    • Collaborate with governmental counterparts, including the Department of Water Services, to select and design shelter, water, and sanitation infrastructure.
    • Ensure that infrastructure and shelter interventions align with government standards and community needs.
    • Maintain effective communication and coordination with IOM support units, including logistics and procurement, to ensure timely delivery of project materials and services.
  2. Technical Design and Specification
    • Prepare detailed technical specifications, Bill of Quantities (BoQs), and drawings for shallow wells, boreholes, shelter units, and site planning.
    • Collaborate with engineers and architects to develop innovative and context-appropriate infrastructure solutions.
    • Ensure compliance with international humanitarian standards and IOM guidelines during the design and implementation phases.
  3. Site Supervision and Quality Assurance
    • Conduct regular site supervision to ensure construction quality, safety, and compliance with the BoQs.
    • Maintain accurate site records, including daily logs of construction activities, material usage, and progress reports.
    • Coordinate with contractors and suppliers to ensure timely delivery of materials and adherence to construction timelines.
  4. Community Engagement and Capacity Building
    • Assist in the selection, training, and management of shelter, water, and sanitation intervention beneficiaries, including local leaders and community volunteers.
    • Conduct community sensitization and awareness sessions to promote ownership and sustainability of infrastructure projects.
    • Facilitate participatory planning sessions with beneficiaries to incorporate their inputs into project design and implementation.
  5. Logistics and Administrative Support
    • Plan logistics, administration, and coordination of meetings, workshops, seminars, trainings, and conferences relevant to shelter, WASH, and infrastructure activities.
    • Prepare detailed work plans and schedules to ensure effective and efficient project implementation.
    • Manage project documentation, including contracts, procurement records, and financial reports, in compliance with IOM procedures.
  6. Reporting and Documentation
    • Draft and maintain project reports and records relevant to IOM’s Shelter, WASH, and infrastructure programming, including research reports, monitoring reports, and individual beneficiary files.
    • Support the WASH and Infrastructure Coordinator in identifying and documenting good practices, beneficiary stories, and lessons learned from programming.
    • Contribute to the development of project concept notes and proposals to secure additional funding for recovery and resilience initiatives.
  7. Monitoring and Evaluation
    • Regularly monitor the construction quality of shelter, water, and sanitation facilities at the field level and provide feedback to the Nairobi office.
    • Participate in evaluation missions to assess the impact and sustainability of infrastructure projects.
    • Ensure that monitoring and evaluation frameworks are in place to track progress and measure project outcomes.
  8. Stakeholder Engagement and Representation
    • Represent IOM in coordination meetings with governmental authorities, donors, UN agencies, and other stakeholders.
    • Build strategic partnerships with local and international NGOs to enhance collaboration and resource mobilization.
    • Advocate for the needs and rights of beneficiaries, ensuring that projects are inclusive and gender-sensitive.
  9. Other Responsibilities
    • Undertake duty travel relating to project activities as required.
    • Perform other relevant duties as assigned by the WASH and Infrastructure Coordinator.

  • Travel may be required based on project needs and will be guided by the supervisor.
