Job Purpose
Reporting to the Occupational Safety and Health Manager, the Occupational Safety & Health Officer will assist the department in ensuring that the institution is a safe workplace with a healthy workforce. This role is vital in enhancing productivity and maintaining compliance with legal requirements, including the Occupational Health and Safety Act 2007 and other relevant legislations.
The successful candidate will be responsible for a wide range of Occupational Safety and Health (OSH) functions, including statutory audits, risk assessments, license renewals, accident investigations, safety training, and employee health engagement activities.
Key Responsibilities
1. Statutory & Accreditation Audits
- Coordination and Compliance: Assist in coordinating Occupational Safety and Health, Risk Assessments, and NEMA annual audits.
- Documentation and Reporting: Prepare necessary paperwork and coordinate with the audit vendor, review audit reports, and sign off.
- Communication and Action Plans: Dispatch reports to designated persons, summarize audit gap action plans, and follow up on implementation and closures with relevant departmental heads.
2. Statutory Workplace Applications and Renewals
- License Renewals: Handle the renewal of workplace licenses across AKU-N, including outreach centers and offices.
- Internal Inspections: Conduct internal OSH inspections in all AKU-N workplaces and compile reports.
- Compliance and Documentation: Ensure closure of gaps before statutory audits, fill statutory paperwork, and work with the finance team to process requisite fees.
3. Accident Reporting and Investigations
- Accident Investigation: Investigate accidents resulting in moderate to severe injuries and report to the manager in a timely manner.
- Data Analysis: Compile and analyze injury reports across departments to identify preventive measures.
- Regulatory Reporting: Ensure reportable accidents are communicated to the Directorate of Occupational Safety and Health Services (DOSHSS) and that all information in the DOSHSS portal is up to date.
4. Statutory Occupational Safety and Health Committee
- Coordination and Meetings: Coordinate the activities of the safety and health committee, including quarterly inspections and committee meetings.
- Record Keeping: Record minutes of meetings and assist in planning statutory training for the committee.
5. Training and Safety Awareness
- Training Programs: Collaborate with the manager to plan and coordinate relevant OSH training courses.
- Orientation Programs: Participate in HR orientation, contractor orientation, and other safety training for staff.
- Risk Assessment: Conduct construction OSH risk assessments and sign off on requisite paperwork.
6. Maintaining Records
- Data Management: Assist in gathering, maintaining, and analyzing work-related accident, injury, and illness data.
- Data Analysis and Improvement: Conduct data analysis, recommend safety improvements, and carry out root cause analysis for occupational incidents.
- General Register Maintenance: Maintain the General Register and discuss specific trends with the manager monthly.
7. Employee Health and Engagement Activities
- Event Coordination: Collaborate with the team during employee health and engagement activities organized by the OSH Department.
- Planning and Organization: Assist the manager in organizing and coordinating planned activities throughout the year.
8. Additional OSH Functions
- Support and Assistance: Provide support for other OSH functions as delegated by the OSH Manager.
- Committee Participation: Attend other committee meetings such as Facility Management Services (FMS), Infection Control and Prevention (ICP), and Risk and Safety Committee (RSC) as required.
Qualifications, Experience, and Skills Required
Educational Qualifications:
- Bachelor’s degree in Health, Environment, Engineering, or an equivalent field.
- Training in Occupational Safety and Health.
- Basic data analysis skills are necessary.
Professional Experience:
- A minimum of 3 years of experience in Occupational Safety and Health settings.
- Experience in a large healthcare setting is an added advantage.
Technical Skills:
- Proficiency in Microsoft Office packages and computer literacy.
- Familiarity with Occupational Health and Safety regulations, including the Occupational Health and Safety Act 2007.
Soft Skills:
- Excellent interpersonal and communication skills.
- Strong organizational skills and attention to detail.
- Ability to work effectively in a team and under minimal supervision.
