Long-Term Agreement (LTA) for Individual Consultants for the Provision of Quality Assurance Services for Desk-based Evaluations in Eastern and Southern Africa (Home-based)

The purpose of this LTA is to provide support to the Quality Assurance process of UNICEF managed evaluations, assisting ESAR Regional Office and Country Offices to ensure that evaluations in the region meet the highest quality and ethical standards.

In particular, it will support a more efficient and regionalized production of high-quality evidence that will feed into UNICEF programming and advocacy efforts, supporting the decision-makers to make informed choices and plan strategically.

To this end, UNICEF seeks to establish a pool of LTAs with individual consultants to provide professional, practical, timely and constructive feedback on the range of evaluative products that ESA Regional Office and Country Offices manage and commission.

Long Term Agreement for Individual Consultant: Consultancy to provide Risk Communication and Community Engagement technical support to national and county coordination and preparedness against infectious diseases

BACKGROUND / RATIONALE The world is seeing an increased frequency of disease outbreaks since COVID-19. Kenya has experienced recent outbreak of diseases including Polio, Mpox, Cholera, Measles, Yellow Fever, Rift Valley Fever, and Malaria. Kenya is also on high-alert due to outbreak in its neighboring countries including Ebola Virus Disease (EVD), Marburg Virus Disease (MVD) Influx of migrant and refugee population from the neighboring counties, high volume of international trade and transport, and lack of access to clean water and sanitation system in parts of the country make Kenya particularly prone to the outbreaks. Since the issuance of COVID-19 Strategic Preparedness and Response Plan Operational Planning Guideline (2021), WHO identified Risk Communication and Community Engagement (RCCE) and infodemic management as the key pillar of essential actions to prevent and contain infectious diseases. From timely communication of outbreaks and risks to community engagement to accept public health measures, Social and Behaviour Change (SBC) interventions are central to the prevention and containment of disease outbreaks.

International Consultant: Evidence Generation on Status of WASH-Nutrition Synergy, ESARO (Remote)

This consultancy will complement ongoing efforts to map and cost community-based nutrition initiatives in six ESAR countries: Burundi, Kenya, Malawi, Mozambique, Tanzania, and Zambia. The focus of this work is to document community-based nutrition interventions, assess their linkages with other community health programs, define a common community nutrition package that incorporates scalable, non-health workforce interventions, and conduct a high-level costing analysis to inform budgeting and resource mobilization.

Under the guidance of the Chief of the investigations unit the Investigation Specialist ensures the timely investigation of allegations of fraud, abuse of authority, mismanagement, harassment, sexual harassment, and/or retaliatory actions in or affecting UNICEF and makes recommendations for corrective action and improved controls.NOTE: The post is based in Nairobi with occasional travel including to UNICEF offices in the field and other HQ locations.
