To support our continued growth and ensure effective procurement and supply chain systems, we are seeking to recruit a self-motivated, dynamic, and results-oriented professional for the following position:


1. Manager, Supply Chain Management

Job Grade: BAC 3
Number of Positions: One (1)

Job Purpose

The Manager, Supply Chain Management, will be responsible for overseeing the procurement of goods, works, and services, inventory control, and asset disposal in accordance with the Public Procurement and Asset Disposal Act, 2015. This role ensures that all supply chain operations are efficient, transparent, and compliant with the applicable laws and institutional policies.

Key Responsibilities

A. Strategic and Operational Oversight

  • Plan, coordinate, and implement all procurement and supply chain functions of the College.
  • Oversee inventory management, including control, disposal of stores, and assets.
  • Develop, review, and implement supply chain policies, procedures, and strategic plans.
  • Advise the Chief Executive Officer (CEO) on all procurement matters.
  • Ensure adherence to the Public Procurement and Asset Disposal Act 2015 and related regulations.

B. Procurement Management

  • Coordinate the preparation and execution of the Annual Procurement Plan.
  • Manage the entire procurement process including sourcing, tendering, contracting, and supplier management.
  • Prepare, publish, and distribute procurement and disposal opportunities.
  • Coordinate the receipt, opening, and evaluation of quotations, bids, tenders, proposals, and expressions of interest.
  • Maintain an updated list of registered suppliers.

C. Contract and Vendor Management

  • Monitor contracts to ensure compliance with agreed terms and conditions.
  • Lead negotiation processes as guided by the Procurement Act.
  • Ensure value-for-money in all procurement processes and apply cost-effective measurement techniques.

D. Inventory and Asset Management

  • Ensure maintenance of optimal stock levels and undertake regular stock-taking.
  • Maintain accurate records of goods, works, and services procured, including costs, deliveries, and inventories.
  • Oversee asset disposal processes as per regulations.

E. Compliance and Reporting

  • Provide secretariat support to procurement committees.
  • Ensure timely preparation and submission of statutory procurement reports.
  • Monitor and evaluate the procurement function through effective performance management tools.

Job Specifications

This is the highest grade in the Supply Chain Management cadre and reports directly to the CEO.

Duties and responsibilities at this level include:

  • Providing advisory and professional procurement opinion to the CEO.
  • Coordinating procurement strategy implementation and ensuring its alignment with institutional goals.
  • Leading the negotiation and contract management processes.
  • Developing and implementing departmental deliverables and evaluating performance.

Person Specifications

Applicants must meet the following minimum requirements:

  • A minimum of ten (10) years of relevant work experience, including at least two (2) years in a management role.
  • Bachelor’s degree in Procurement, Supply Chain Management, Logistics, Business Administration, or equivalent from a recognized institution.
  • Master’s degree in Procurement, Supply Chain Management, Logistics, or equivalent from a recognized institution.
  • Management course lasting not less than four (4) weeks from a recognized institution.
  • Membership with the Kenya Institute of Supplies Management (KISM) or Chartered Institute of Purchasing and Supply (CIPS).
  • Valid practicing license from the Kenya Institute of Supplies Management (KISM).
  • Proficiency in computer applications.
  • Compliance with the requirements of Chapter Six of the Constitution.

Terms of Service

  • Type of Appointment: Permanent and pensionable
  • Remuneration:
    • Basic Salary:
      • Ksh. 102,090 x 5,010 – 107,100 x 5,310 – 112,410 x 5,610 – 118,020 x 5,910 –
      • 123,930 x 6,210 – 130,140 x 7,230 – 137,370 per month
    • Other allowances applicable as per the College Human Resource Manual
