Position: County Secretary
Job Group: As prescribed by the Salaries and Remuneration Commission (SRC)
Terms of Service: Five (5) years contract, renewable once
Duty Station: County Government Headquarters, Mbale – Vihiga County
Key Duties and Responsibilities:
As the County Secretary, the successful candidate will be responsible for:
- Head of County Public Service:
- Provide leadership to the county public service ensuring professional, efficient, and accountable service delivery.
- Oversee coordination and alignment of all county departments to ensure smooth service delivery and policy implementation.
- County Executive Committee Secretary:
- Arrange and coordinate the business of the County Executive Committee.
- Keep accurate and up-to-date minutes of executive meetings and ensure their safekeeping.
- Communication of Executive Decisions:
- Convey decisions and directives of the County Executive Committee to the relevant departments, persons, or institutions.
- Ensure timely and correct interpretation and implementation of such decisions.
- Any Other Functions:
- Undertake any other roles assigned by the County Executive Committee to support the county government’s mandate and objectives.
Requirements for Appointment:
To be considered for this role, a candidate must:
- Be a Kenyan citizen;
- Hold a degree from a recognized university in Kenya;
- Possess at least ten (10) years of relevant professional experience;
- Have served in a leadership position for a minimum of five (5) years at senior management level in either the public or private sector;
- Fulfill the leadership and integrity requirements as per Chapter Six of the Constitution of Kenya.

- Valid HELB Clearance Certificate;
- Valid EACC Self-Declaration Form;
- Credit Reference Bureau (CRB) clearance.
