The International Organization for Migration (IOM), a key UN agency in promoting humane and orderly migration, is inviting qualified candidates to apply for the position of International Consultant – Information Management. This consultancy is part of IOM Somalia’s growing portfolio of initiatives supporting durable solutions for internally displaced persons (IDPs) and addressing urban vulnerability across Somalia.
As Somalia continues to experience rapid urbanization, compounded by persistent displacement due to climate shocks and conflict, the Somali government is making commendable strides through its National Durable Solutions Strategy (NDSS) and National Solutions Pathways Action Plan. These initiatives aim to facilitate access to long-term solutions for over one million IDPs through evidence-based policies, inclusive programming, and coordination with both local and international stakeholders.
IOM plays a pivotal role in driving these goals forward—particularly in integrating data-driven approaches to ensure that solutions are tracked, visible, and institutionalized within government systems.
This consultancy will play a central role in advancing these objectives, supporting the development of digital platforms, data visualization tools, and knowledge management systems in line with national priorities. The position will report to the Programme Coordinator for the Saameynta Programme, with a matrix reporting line to the Programme Manager (Data for Solutions) in Nairobi.

Location: Nairobi, Kenya (with frequent travel to Somalia)

Key Responsibilities
The consultant will contribute to various cross-cutting areas under two joint programmes aimed at advancing durable solutions. The responsibilities are grouped into six core functions:
1. Operationalisation of an Integrated M&E Framework
- Refine methodologies for existing indicators and analyze data to measure programme impact.
- Design and implement digital data collection tools using Kobo Toolbox.
- Visualize collected data via Power BI and GIS platforms for improved clarity and efficiency.
- Serve as the focal point for regular data reporting and updating of monitoring plans.
- Coordinate with stakeholders to track individual progress towards durable solutions, aligning with government tracking systems.
2. Support for Mapping Durable Solutions Activities
- Collaborate with partners to map ongoing durable solutions initiatives under the National Solutions Pathways Action Plan.
- Develop tools for data collection and assist in ad hoc spatial and data analysis for planning purposes.
3. Data Visualization and Dashboard Development
- Integrate multi-sectoral datasets including urban governance, service access, and environmental trends.
- Create visually interactive tools such as story maps and dashboards to enhance strategic decision-making.
- Improve system interoperability between platforms used by various durable solution stakeholders and government agencies.
4. Operational Data System Support
- Assist government agencies and stakeholders in automating administrative data processes.
- Implement automated beneficiary tracking systems for accurate monitoring and reporting.
- Promote accountability mechanisms through public awareness and stakeholder engagement.
- Develop and implement GIS tools for effective spatial planning and monitoring of displacement sites.
5. Strategic Communication and Visibility Materials
- Design and develop info-sheets, donor reports, and brochures highlighting programme achievements.
- Explore innovative storytelling approaches through multimedia, interactive visual platforms, and online storytelling tools.
6. Knowledge Management and Institutional Learning
- Build an accessible online knowledge management system to store reports, tools, and documentation.
- Automate search functions for easy access to programme information.
- Host knowledge-sharing sessions to enhance data utilization for policy formulation and inter-agency collaboration.
Performance Indicators
- Impact Monitoring Framework: A refined and operational M&E framework with final indicators and methodologies, backed by analyzed data.
- Visual Products: At least three distinct visual data products developed (e.g., dashboards, infographics, story maps).
- Automated Systems: One functional automated data pipeline (e.g., for service tracking or AAP mechanisms).
- Knowledge Management: A fully operational platform launched with at least 10 stakeholder accesses in the first month.
Travel and Insurance
- The consultant will be based in Nairobi, with frequent travel to Somalia as required.
- Candidates must provide valid global insurance covering evacuation and repatriation.
- IOM provides occupational insurance during the assignment period but does not cover non-occupational medical issues.
