Forced displacement causes significant socio-economic strain on host countries, most of which are low- and middle-income economies. Recognizing the need for sustainable and inclusive solutions, the PROSPECTS Partnership was established.
In Kenya, the ILO focuses on stimulating local economies, improving labour market access, supporting value chains, and enhancing skills development to empower forcibly displaced persons and host communities.
The Technical Programme Officer will play a central role in ensuring successful programme implementation by offering technical support, building partnerships, and advancing the programme’s strategic objectives.
Job Description: Technical Programme Officer
Key Duties and Responsibilities
Programme Management and Implementation
- Assist the Programme Manager (PM) with technical inputs, planning, monitoring, and evaluation of activities under the PROSPECTS Kenya programme.
- Support effective management of programme funds in line with the agreed work plan.
- Strengthen coordination efforts with relevant government ministries, ILO social partners, civil society organizations, UN agencies, and development actors.
- Ensure that all programme activities conform with ILO policies, strategies, and administrative and financial procedures.
Technical Support
- Collaborate with the PM to provide technical advice and implementation support to the PROSPECTS Kenya team and partners.
- Analyze economic and labour market trends in refugee settlements and host communities to guide programme activities, particularly in skills development.
- Establish partnerships with institutions involved in education, training, and skills development for refugees and host communities.
- Provide technical guidance and capacity building to implementing partners to ensure effective delivery of skills development programmes.
- Promote adherence to ILO policies, international labour standards, gender equality, and non-discrimination principles across all project activities.
Reporting and Knowledge Management
- Assist in the preparation and timely submission of detailed technical progress reports, extracting lessons learned and suggesting improvements.
- Support project monitoring and evaluation activities, working closely with national staff, the Country Office in Dar es Salaam, and the Decent Work Team (DWT) in Pretoria.
- Document best practices and contribute to knowledge management efforts to strengthen learning and adaptation.
Resource Mobilization
- Support the design, development, and submission of proposals for new projects.
- Assist in resource mobilization activities in collaboration with the ILO Country Office in Dar es Salaam and Partnerships.
Other Duties
- Perform any other tasks as assigned by the Programme Manager to support project implementation and objectives.
Reporting Lines
The incumbent will report directly to the Programme Manager of the PROSPECTS Partnership Programme for Kenya. Technical guidance will also be provided by the ILO Country Office in Dar es Salaam, the Decent Work Team in Pretoria, and relevant departments and specialists at ILO headquarters.
Required Qualifications
Education:
- Advanced university degree in development studies, economics, international development, social sciences, technical and vocational education, or related fields.
- Alternatively, a first-level university degree combined with two additional years of relevant experience will be accepted.
Experience:
- A minimum of five years of relevant professional experience, including at the international level.
- Experience in refugee/displacement contexts, particularly on labour market integration, is highly desirable.
- Technical expertise in TVET systems, skills development, and employment promotion is required.
- Experience working with UN agencies, Ministries of Labour, Education, or other government departments will be an advantage.
Languages:
- Excellent command of English is essential.
