CENTRAL RIFT VALLEY WATER WORKS DEVELOPMENT AGENCY

VACANCY ANNOUNCEMENT

The Central Rift Valley Water Works Development Agency (CRVWWDA) is one of the nine (9) Water Works Development Agencies established on 3rd May, 2016 as per the provisions of Article 65 of the Water Act 2016 through Legal Notice No. 27 of 26th April, 2019 by the Cabinet Secretary Ministry of Water & Sanitation.

The Central Rift Valley Water Works Development Agency was established to;

  1. Undertake the development, maintenance and management of the national public water works within its area of jurisdiction;
  2. Operate the water works and provide water services as a water service provider, until such a time when the responsibility for the operation and management of the waterworks are handed over to a county government, joint committee, authority of county governments or water services provider within whose area of jurisdiction or supply the waterworks is located;
  3. Provide reserve capacity for the purposes of providing water services where pursuant to section 103, the Regulatory Board orders the transfer of water services functions from a defaulting water services provider to another licensee;
  4. Provide technical services and capacity building to such county governments and water services providers within its area as may be requested; and
  5. Provide to the Cabinet Secretary technical support in the discharge of his or her functions under the constitution and this Act.

To discharge the above mandate, the Agency seeks to recruit the following staff;

  1. General Manager Infrastructure Development & Management Job Grade CRV2 – Job Ref: CRVWWDA / GMIDM / 01/2024/25 (1 Post)
  2. Job Purpose

The General Manager will be answerable to the Chief Executive Officer in implementing Water and Sanitation Works and will work closely with other Directorates in execution of the CRVWWDA mandate.

Duties and Responsibilities at this level entail:

  1. Spearheading the formulation, implementation and review water works development policies, strategies, standards, guidelines, programs and projects;
  2. Coordinating the development, implementation, maintenance and management of national public water works;
  3. manage and coordinate provision of water and sanitation services until such a time as responsibility for the operation and management of the water works are handed over to a county government or water services provider;
  4. Overseeing the handover, the water works to designated water services providers for operation and management;
  5. Ensuring provision of technical and capacity building services to county governments and water service providers the Agency is requested;
  6. Coordinating provision of technical advice to the Cabinet Secretary on matters pertaining to water works in the area of jurisdiction;
  7. Overseeing the construct and manage water works infrastructure;
  8. Overseeing and supervising the work of consultants and contractors involved in the construction of water works infrastructure;
  9. Ensuring compliance with the provisions of Occupational Health and Safety Act and other relevant statutes; and
  10. Ensuring that safeguard standards are adhered to including environmental, social-economic, and health and safety requirements in the process of water works acquisition and development.
