1.0 Position Overview

Position Title: Deputy Director, Transport Policy and Planning
Directorate: Transport Policy and Planning
Grade: P4
Reports to: Director, Transport Policy and Planning
Location: Mombasa, Republic of Kenya
Contract Duration: Four (4) Years (Renewable twice)

The Deputy Director will provide high-level technical and administrative support in the coordination, planning, and implementation of transport policies, monitoring systems, and strategic programs that directly affect the efficiency and development of the Northern Corridor.


2.0 Job Purpose

The overall purpose of the position is to assist the Director of the Transport Policy and Planning Program with all matters related to technical and administrative operations within the division. The Deputy Director will take a lead role in managing data-driven insights, shaping policy recommendations, and coordinating regional stakeholder engagements across all transport modes within the Northern Corridor.


3.0 Duties and Responsibilities

The core responsibilities of the Deputy Director include:

  • Assisting in the development and management of the NCTTCA Transport Observatory, ensuring data-driven insights guide policy decisions for the Northern Corridor transport systems.
  • Monitoring transport costs along the Northern Corridor and benchmarking them against other regional corridors, with the goal of recommending cost-reduction measures.
  • Compiling, analyzing, and reporting on transport system metrics including:
    • Traffic volumes and seasonal trends
    • Traffic classifications and axle load data
    • Customs and border post data
    • Vehicle operating and road user costs
    • Accident and safety statistics
  • Managing and updating the Transport Database, ensuring continuous data flow from stakeholders and partner agencies.
  • Supporting the Head of Program in:
    • Reviewing and analyzing Member States’ transport policies and regulations
    • Identifying areas requiring harmonization across different modes of transport
    • Designing and supervising ad hoc surveys along the corridor
  • Conducting field surveys to close data gaps and interpreting key observations that impact transport system performance.
  • Identifying and analyzing the impact of non-physical barriers—such as delays at checkpoints or regulatory inconsistencies—that affect smooth transport movement.
  • Preparing working documents and contributing to the successful planning and delivery of Technical Committee Meetings.
  • Performing any other related duties as assigned by the Head of Program.

4.0 Key Skills and Competencies

  • Strong communication and presentation skills, especially for translating data into actionable insights.
  • Proven ability to thrive in a fast-paced and multifaceted professional environment.
  • Demonstrated leadership skills, with a high level of integrity and ethical conduct.
  • Competency in handling private-sector aligned programs is desirable.
  • Advanced computer literacy, including proficiency in:
    • Microsoft Office Suite (Word, Excel, Access)
    • Data modeling tools and statistical software such as SPSS or equivalents

5.0 Language Proficiency

  • Proficiency in English or French is essential.
  • Working knowledge of the other language is highly desirable to effectively operate within a multi-lingual, regional setup.

6.0 Eligibility Criteria

To be considered for this position, applicants must meet the following requirements:

  • Maximum age of 45 years at the time of recruitment.
  • Must be a Kenyan citizen.
  • The position is open to both male and female candidates, with strong encouragement for qualified female applicants.
  • The appointment is on a fixed-term contract basis of four (4) years, renewable twice only based on performance.
